Position Summary:

This position will be responsible for benefits accounting, compliance and reporting of the company's US health & welfare benefit plans and policies.


  • Partner with actuary, brokers, and/or consultants to establish benefits budget and manage cost accounting for benefits related expenses. Respond to financial related inquiries from senior management, corporate accounting and finance regarding benefit expenses and budget. Coordinates with actuary and accounting on IBNR.

  • Assist HR Service Center to reconcile invoices and employee benefit contributions.

  • Ensure plans maintain regulatory compliance for ERISA, COBRA, HIPAA, ACA, FMLA, mandated paid sick time laws and city/state benefits ordinance.

  • Partners with HR employee relations and legal to update benefit related policies and procedures including leave of absence and paid time off programs.

  • Partners with carriers, consultants and legal to prepare, execute and maintain benefit documents including legal plan documents, insurance policies, broker or service provider agreements.

  • Coordinates internal and external plan audits, annual Form 5500, Form 990 and Form 199 filings, SOX compliance and non-discrimination testing.

  • Coordinate and distribute employee communications on regulatory programs and changes.

  • Analyze the competitiveness of Jacobs U.S. benefit plans and policies by participating in surveys and overseeing benchmark analyses prepared by consultants.

  • Manage health and welfare contract efforts, including contract renewals, requests for proposal and/or information, evaluations of vendor proposals, coordination of census data and analyses and monitor vendor performance.

  • Provide consultation and subject matter expert support for benefit plan issues that arise.
  • Obtain & analyze data from Jacobs health and welfare data warehouse system, extract / prepare reports for management and coordinate with other departments / operations in taking action on such data.

  • Provide benefits support for mergers and acquisitions.

  • Assist with other projects and perform other job-related duties as assigned.


  • Bachelor's degree in Business, Human Resources or related field plus six years of experience. Alternatively, Jacobs will accept eight years of service in the job offered. Certified Employee Benefits Specialist (CEBS) or similar is a plus.

  • Technical knowledge of federal, state and local laws, ordinances, regulations and reporting requirements to include ERISA, COBRA, FMLA, ACA, IRC Section 125, government regulated paid sick time, state disability and leave laws.
  • Strong verbal and written communication skills with the ability to communicate effectively to partner and collaborate across various cross functional teams and audiences.
  • Strong interpersonal, presentation, project and time management skills.
  • Ability to work autonomously and in a team environment with personnel who may not be located at the home office.
  • Strong analytical and critical-thinking skills to identify, monitor, and act in updating benefit programs to comply with legislation.
  • Able to organize, perform complex analysis, provide new ideas, interpret laws and regulations and other technical matters.
  • Proficiency in MS Office applications including Word, Excel and PowerPoint and Outlook. Knowledge and experience with Oracle and ADP Payroll is preferred.
  • Some travel may be required within the United States.
  • Strong preference for candidates already in the Dallas Metroplex.
