Introduction: The United States Special Operations Command (USSOCOM) requires comprehensive worldwide information technology (IT) support to operate and maintain the Special Operations Forces (SOF) Information Enterprise (SIE). The SIE provides support from the garrison level out to forward-deployed tactical operators and sensors worldwide. In pursuit of these requirements, USSOCOM, its Component Commands, TSOCs, and deployed forces are deploying the Special Operations Forces Network (SOFNET). The deployment of the SOFNET is instrumental to achieving the Commander's Vision of a Global SOF Network that provides strategic options for our national leaders and supported Global Combatant Commanders through a worldwide network that fully integrates our military, interagency and international partners with aligned structures, processes and authorities. The services provided by SITEC II will be a key enabler for over 69,700 users operating in approximately 75 countries.

Project Manager Level 2 [SOCCENT Site Lead] Job Description: The Project Manager Level 2 [SOCCENT Site Lead] supporting the Theater Special Operations Command Central Command (SOCCENT) will serve in a dual capacity--primarily as a SOCCENT Project Manager Level 2 and secondarily as the Jacobs SOCCENT Site Lead.

- In the primary SOCCENT Project Manager Level 2 role, the Project Manager Level 2 [SOCCENT Site Lead] has primary responsibility for managing specific projects assigned by the Government, to include project requirements, scope, budget, schedule and performance.

- In the secondary SOCCENT Site Lead role, the Project Manager Level 2 [SOCCENT Site Lead] will serve as the Jacobs SITEC II SOCCENT Lead supporting the SOCCENT Headquarters (HQs) and the SOCCENT subordinate locations. In this role the Project Manager Level 2 [SOCCENT Site Lead] will:

-- Manage Jacobs SITEC II's support of SOCCENT's IT Core Service operations and will establish and maintain effective and positive relationships with key customers within SOCCENT's area of operations. The System Engineer will also be the supervisor for the Jacobs team at SOCCENT.

-- Have a strong business acumen and good people-management skills are required.

-- Directs the work of other employees and have strong interpersonal and communication abilities

-- Have experience in supporting DoD IT operations and analytical thinking--this position often involves IT operations problem resolution and process development.

-- Have a strong customer service orientation because the System Engineer often serves as the final escalation point for high-visibility troubleshooting.

Responsibilities:

- In the primary Project Manager Level 2 role, the Project Manager Level 2 [SOCCENT Site Lead]:

-- Monitors, adjusts, and reports on the project's performance, budget and schedule,

-- Provides interim progress reviews to the Government on an as-needed basis,

-- Assists with proposing, implementing, and enforcing Government policies, standards, and methodologies and

-- Is responsible for either developing or supervising the preparation of studies, reports, and acquisition documents.

- In the secondary SOCCENT Site Lead role, the System Engineer:

- Analyzes workflow, delegating projects, and meeting departmental goals.

-- Develops and monitoring performance standards.

-- Provides input on hiring decisions for technical staff.

-- Oversees the consolidation of IT services.

-- Articulates key critical path activities and understanding the technical requirements, dependencies, and tradeoffs at varying levels of system design (e.g., logical and physical).

-- Supervises employees.
Minimum Education/Experience Requirements: Bachelor's Degree from an accredited college or university in Information Systems, Computer Science, Engineering, a Mathematics-intensive discipline, or a major field of study which either provides substantial knowledge useful in managing large, complex Automated Information System (AIS) projects or is closely related to the work as described and required by the Statement of Objectives and ten (10) years of progressive and intensive experience in management, with at least two years of relevant experience in a position with duties commensurate to those defined in the Statement of Objectives, or five years of specialized experience in a position with duties commensurate to those defined in the Statement of Objectives. Candidates must have a working knowledge of Federal Acquisition law, regulations, policies and procedures, including substantial involvement in a major acquisition effort. Candidates may not substitute experience for education for this position.
  • Ability to focus on engineering from a performance perspective.

  • Expertise in a systems or application programming language (e.g., Java, C++).

  • Expertise in web-based frameworks (e.g., Java Enterprise Edition (JEE), .NET, JavaScript, JQuery).

  • Knowledge of data structures and relational database systems (e.g., Oracle, MySQL, Microsoft SQL Server, PostGres).

  • Working knowledge of network and information exchange technologies (e.g., TCP/IP, RESTful, SOAP, HTTP).

  • Familiarity with system engineering processes and techniques.

  • Excellent collaboration and communication skills.

  • Strong technical writing skills.

Required Certification:
  • PMI PMP

Must have the ability to obtain TS/SCI required.

Essential Functions

Work Environment

Work will be performed in a cubical environment inside a large facility. Will require some travel to CONUS and OCONUS Special Operations locations depending on requests by the customer. May be required to attend off site meetings.

Physical Requirements

Sitting at desk. Phone use and PC or laptop. Filing required. May require lifting and carrying boxes of supplies or files up to 25 lbs. Extended periods of sitting while on PC/laptop or phone.

Equipment and Machines

General office equipment, which includes: telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment. Knowledge of Microsoft Office Suite is required.

Attendance

Regular attendance in accordance with established work schedule is mandatory. Work assignments dependent on requirements by the client. A typical duty days will be 8 hours a day, Monday through Friday. Occasionally the candidate may have to support 24x7 shift schedules of 8 hours a day, Monday through Friday, or 12 hours a day, Saturday and Sunday. Other Essential Functions

Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Must be well organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must be able to communicate effectively, both verbally and in writing. Must be able to interface effectively with individuals at all levels of the organization. Grooming and dress usually business casual, but dependent on client's standards. Must not pose a safety hazard to employees working in the same general area.
