This position is focused on the leadership and management of projects and programs for CH2M's clients. These projects and programs are aligned to the strategic markets and underlying business objectives of the firm. Successful candidates would be responsible for delivery of a large to mega project. Technical, Financial, Strategic, Team and Client/External Stakeholder Levels of Complexity are at a high level, and must refer to Project Delivery Complexity matrix to validate this level.

This role has a demonstrated understanding and application of the knowledge and skill (competencies) required of a project manager; mastery of individual competencies evident in several selected areas; a demonstrated understanding and application of the Business Development/Project Delivery process; and is familiar with some of the technologies and delivery methods underpinning the project solution to be delivered. This position is capable of managing a significant project outside of business group area of expertise, and understands how projects impact the business group's and the firm's performance. The successful candidate will provide motivation and direction to the project team, typically through multiple project, task, and/or functional managers. Decisions have a significant impact on the resource requirements, scope/schedule/sequence of project activities, client and/or team satisfaction, risk profile, quality, health/safety/environment, and financial performance of one or more projects, with commensurate impact observed at the business group level.
  • Demonstrate the capability to manage a large project of above average complexity. 
  • Act as one of the company's prime contacts with the client and is responsible for overall work progress and technical performance on the project.
  • Work with Business Group project delivery leadership who provide oversight and mentoring. Support the development of less experienced project managers through active coaching and mentoring.
Specific duties include:
  • Lead and manage the project team through all phases of project planning, execution, and closeout, consistent with established project delivery processes to the meet the scope, schedule, budget and other specified requirements stated in the contract.
  • Complete the scope of work to the satisfaction of the client, while simultaneously ensuring that CH2M's HS&E, quality, financial, risk management; business and policy expectations are met. 
  • Lead or play a significant role in the business development activities leading to the award of the contract. This typically includes client relationship development, project-specific positioning activities, proposal preparation, orals presentation, and contract negotiation consistent with established business development processes.
  • Development of reference concept designs, requests for qualification, requests for proposals (including project agreements and project specific output specifications), addendums, and responses to requests for information to deliver procurement of greenfield rail/transit systems and brownfield rail/transit upgrades
  • Responsible for independently applying advanced management techniques and analyses for problems and methods
  • Trouble-shooting and guidance to drafters, designers, managers and engineers in the fields of rail/transit planning, procurement, design, construction, operations, maintenance, and/or management
  • Interact with clients at the most senior levels and articulate complex concepts persuasively
Job Specifics:
Leadership and management of CH2M's Alternative Financing and Procurement (AFP) specialists and sub-consultants for Metrolinx's $22.5B Regional Express Railway program and/or $10.7B Rapid Transit/ Next Wave program; these teams perform a wide variety of technical, commercial, and procurement advisory activities in the initial planning, concept design, and procurement phases of DBFOM (Design-Build-Finance-Operate-Maintain), DBFM (Design-Build-Finance-Maintain), and DBF (Design-Build-Finance) projects.
  • With Capital Project Group's (CPG) strategic delivery partners, Boxfish Group, assist program and project managers to develop and implement governance structures, organization structures, business processes and delivery models for CPG programs and projects
  • Review and development of emerging reference concept designs, requests for qualification, requests for proposals (including project agreements and project specific output specifications), addendums, and responses to requests for information
  • Assist CPG to negotiate with proponents at commercially-confidential meetings
  • Assist CPG in the compliance review and technical evaluation of responses to RFQ and RFP 
  • Assist CPG to manage technical advisors; coordination with legal, transaction finance, insurance and fairness advisors 
  • Maintain a thorough understanding of the business objectives, priorities and strategies of CH2M and its clients
  • Business development activities and preparation of proposals for work packages and services additional to existing contracts

The minimum qualifications for this position are:
  • More than 15 years of experience, including more than 10 years of experience in program and project management
  • Extensive experience of public/private partnerships in the rail/transit sector
  • Extensive experience in planning, procurement, design, construction, operations, maintenance, and/or management in the rail/transit sector, preferably including both heavy rail and light rail experience
  • Experience in structuring public-private partnerships, including risk allocation and incentive regimes
  • Experience in AFP model and RFQ/RFP template documents
  • Experience in working with senior levels of government, transport agencies, and integrated legal/ financial/ technical teams
  • Experience in risk identification and quantification for projects with operations and maintenance components
  • Relevant professional memberships, engineering qualification, or professional engineer license an advantage
