Introduction

Sellafield Limited (SL) has identified the need for project and program management support to deliver 17 major construction projects associated with developing the infrastructure required for the reprocessing and making safe of nuclear waste material. CAPEX for the 20 year program is estimated at £5billion. The support SL requires is being procured through the selection of 4 Program and Project Partners (PPP) to form an integrated team for the 20 year programme duration. The PPP partnership will be comprised of: Integration (Lot 1- KBR), Engineering & Design (Lot 2 - Wood PLC), Civil Construction (Lot 3 - Morgan Sindall), Process Construction (Lot 4 - Doosan Babcock), and Sellafield. Each Partner has defined scope responsibility, and combined responsibility for delivering the Major Projects on time and budget for which there is a gain share mechanism in place.

As the Integration Partner, KBR will be required to provide strategic and enabling project management support as required to structure and deliver the portfolio of Major Projects included within PPP. Major Projects will be delivered through Aligned Delivery Teams (ADT), which will be integrated teams formed from all Lot Partners using the principle of best athlete, while taking cognisance of the specific scope responsibility of each Lot Partner. The Integration Partner will also be required to deliver Site-Wide Project Delivery Improvements and ensure the collaborative working environment with SL and the other Lot Partners is developed and nurtured. The Integration Partner team at mobilisation will be circa 30 strong, growing to circa 300 over 5-10 years.

The position will be based in Warrington with regular visits to West Cumbria (adjacent to the Lake District) and occasional travel to Surrey. A minimum four year commitment to the position is essential, as is the ability to build a highly collaborative culture of a large diverse team.

Role Summary:

This is a role within the PPP leadership team with the purpose of developing and managing the Communications function. In support of the initial mobilisation of the PPP, the role will initially be focused around 80% on Communications and 20% on Stakeholder Management. As the work transitions into business as usual, over time this split could move towards 60% Communications and 40% Stakeholder Management. The focus is likely to stay predominantly on Communications as members of the senior leadership team will take a 'best athelete' approach to leading stakeholder engagement. The stakeholders are wide and varied and include the Lot Partners within PPP, Sellafield, NDA, ONR, local and central government and the local community around Sellafield. Stakeholder Management and communications processes need to be designed and implemented to meet the needs of the newly formed group of partners within PPP, while also respecting the PPP partners corporate processes and practices and those already in place between Sellafield and its stakeholders. The local community outreach programme is particularly strong in the area around Sellafield. A team will need to be formed and developed, drawing from resources available within Lot Partners and Sellafield as well as hiring externally.

• KBR Stakeholders in Leatherhead, Surrey

Primary Roles and Responsibilities :

Provides leadership and direction to all Communications personnel from KBR and Partner Teams. Provides leadership and direction to the KBR team.

Responsibilities shall include, but not be limited to:

  • Design, implement and maintain a strategic communications programme, drawing on stakeholder management, public affairs and communications disciplines:


    • Support relationships with all stakeholder groups - including partners, Sellafield, politicians, civil servants, local authorities, official bodies and the media - prioritising key influencers
    • Ensure the organisation is prepared to effectively handle communications issues
    • Adequately prepare the organization for responding to and managing "crisis"
    • Manage the reputation of PPP and Partners within PPP
    • Lead the development of proactive initiatives - in collaboration with priority stakeholders - to optimally position the organisation within the market
    • Take direct responsibility for day-to-day media relations


  • Building and managing a team, drawing from resources available within Lot Partners and Sellafield as well as new hires
  • Play a leading role in the social values and local community outreach initiatives that are in place, as well as enhancing these initiatives and developing new initiatives
  • Advise the senior leadership team on operational requirements to improve PPP's external relations, and develop the practice of communications within the UK company
  • Oversee the delivery of PPP marketing activities as well as internal communications
  • Ensure external relations delivery is in line with the global corporate communications strategy
  • Support other disciplines within the organisation to ensure consistency and excellence in communications
  • With the communications and marketing team arrange and manage key stakeholder engagement events.
  • Develop the systems and tools necessary to support the stakeholder management & communications function
  • Supporting in the development of business cases for projects within PPP as required
  • Working with other heads of department to build the collaborative working culture (within KBR and between the Lot Partners and the Client) to ensure the success of the overall programme
  • Ensuring HSSE goals, objectives and targets are met through personal leadership and involvement.


Qualifications :

  • Degree / HND / HNC level in a relevant discipline


Requirements :

  • Minimum of 15 years relevant experience in communications and stakeholder management, preferably in a complex and regulated industry
  • Minimum of 6 years in a management role
  • E xperience in the full life cycle of designing, implementing and managing strategic communications and stakeholder management processes and practices
  • Experience working in an environment where UK government and industry regulators are stakeholders
  • Experience of building integrated teams and working in a collaborative environment
  • Coaching experience and capability
  • Excellent communicator, leader and team builder
  • British Citizen. HMG Security Clearance will be required.
  • Previous experience working with KBR either as an employee, JV partner or client representative, but this is not essential.
