Our client is seeking an Entry Level Project engineer to work within their facilities in Amarillo, TX

Project/Operations Engineer
Provides project management to Midstream assets. This includes pump, piping, tank design, construction and maintenance, as well as measuring facilities, valves, and other flow control devices.
This includes the full range of project engineering and management support from initial FEL development through to engineering design, construction and project close out. The role will also provide support for the development of process, systems and procedures aimed at consolidating to a single approach for the delivery of projects. End result will be a Projects organization that matches the business needs and delivers projects in a safe, timely and cost-effective manner.

Responsibilities may include:
-Managing operations personnel throughout project execution
-Responsible for the development and execution of the Division Capital Budget
-Supports pre-start up safety reviews and develops startup commissioning procedures
-Assuring full compliance with all regulatory and Company policies and procedures
-Coaching, mentoring, appraising and developing subordinates
-Interfacing with division operations, PTRRC, CD-JV, Commercial Groups and Logistics
-Managing division small expense and capital projects
-Coordination of management of multiple projects ranging from $10,000 - $5,000,000
-Development of detailed Project Execution Plans which include engineering and construction activities, cost estimating, schedule and risk evaluation
-Responsible for the coordination of internal and external engineering and design/drafting services
-Coordination of project safety resources and implementation of safety policies, programs and reporting requirements
-Development of bid specifications, contractor/vendor identification and screening. Conduct technical and commercial bid evaluations
-Coordination of project status and technical design reviews with key stakeholders and internal engineering resources to ensure alignment with business objectives
-Coordination of ROW, environmental, and local project permitting activities
-Conduct work site surveys to determine scope requirements and/or progress updates
-Assist with the development of specific process, procedures or templates that form the Transportation Project Management System
-Active engagement and leadership in change management, risk evaluation and hazard reviews
-Completion of project closeout documentation including as-build drawings and technical, construction, operations handover data

Basic Qualifications:
-Someone who's capable of executing projects, more project management
-If large enough scale project will be managing other contractors
-Scope of works will go all the way from obtaining the funding (budgeted projects), front end paperwork, getting things scoped out, development of cost estimate, putting together scope of work and processing through systems to obtain funding approval
-Procure all materials, get all construction contractors, and put together work plans on the actual execution on the field
-Entry level 0-5 years' experience. Someone who they can mold but someone who also has the ability to pick things up quickly

Preferred Qualifications:
-3 or more years' experience in pipeline maintenance, operations, pipeline projects
-3 or more years with hydraulics
-3 or more years direct engineering experience
-Awareness of industry recommend practice, design methods and QA/QC requirements with respect to checking procedures, incorporation of agreed changes and document control
-Experience managing contract engineering teams
-30-75% travel to work sites and engineering offices will be required to support project development, design, and implementation
-Proficient with SAP
