Job Description:

Leidos is currently seeking a qualified, energetic leader to fill the position of Business Area Manager at its Bethesda, Maryland location, to lead the High Fidelity Simulation (HFS) Business Area (BA) and manage the Signature Trainer contracts.

HFS is an industry leader in real-time high fidelity sensor simulation and stimulation and develops, integrates, and supports a full range of systems that are deployed to support Navy training, tactical decision, and other missions. HFS comprises an outstanding team of more than 100 engineers, scientists and support staff located in Bethesda, Maryland; Manassas, Virginia; and other sites who are engaged in all aspects of simulation system development and support. The HFS Business Area Manager reports directly to the Maritime Systems Division Manager and is principally responsible for program execution, business development, staff development and Bethesda site management. Achieving success as the High Fidelity Simulation BA Manager requires strong technical skills as well as solid management and business development skills as described below.

Primary responsibilities include:
  • Leads overall program management of the Signature Trainer contracts
  • Leads business development for the BA
  • Meets BA revenue and profit growth and operational goals including direct labor and discretionary
  • Guides, advises and assists technical staff in program execution
  • Reviews technical progress and makes course corrections as needed
  • Proposes Internal Research and Development, and promotes and maintains a thriving R&D environment
  • Manages site operations by supervising and coordinating with program managers to ensure projects have adequate staffing, achievable plans, and provide deliverables that meet contract requirements
  • Collaborates with the Division Manager and other BA Managers to support Division and Operation wide capture efforts
  • Collaborates with Human Resources to attract, retain, and develop a high performing BA technical team
  • Works with functional staff to administer and communicate Leidos policies, procedures, and benefits
  • Perform up to 75% utilization in support of programs and/or proposals and travel up to 20% time

Education and Experience requirements:
  • Master's Degree in Engineering or Computer Science; OR a Master's Degree in a Management Discipline AND a Bachelor's Degree in Engineering or Computer Science and a minimum of 16 years of experience in development of Navy systems managing projects related to the design, development, test, and evaluation of complex systems.
  • Must have an active SECRET Security Clearance with ability to acquire TOP SECRET.

Required Skills:

This position requires program management experience and the demonstrated ability to:
  • Effectively manage a team or organizational unit and establish strong, collaborative working relationships with government customers, technical staff, senior managers and peers
  • Successfully initiate and grow business relationships with Navy customers that result in contract funding
  • Grow existing customer relationships and programs through responsiveness to customer needs, sustained excellence in program execution, and proactive development and leverage of business intelligence
  • Write winning proposals in the defense arena
  • Lead and/or contribute to the successful capture of competitive Navy and other procurements
  • Manage and/or lead the successful development of integrated maritime systems solutions
  • Gain internal support and operate independently
  • Solid analytical and problem-solving skills, along with excellent written and oral communication skills.

Desired Qualifications:
  • 16 years of experience managing projects/programs related to the design, development, systems integration, test, and evaluation of complex systems related to acoustics and training systems.
  • 13 years of experience with installation of Navy fleet training systems at Navy shore training commands.
  • 10 years of experience with embedded training software development and integration within tactical sonar systems.
  • Project Management Professional (PMP) certification.
