Technical: Ensure application of engineering best practices for the planning and design of exploration, appraisal and development wells.

    Provide input regarding proposed well designs based on practical experience, technical expertise and knowledge of local operating conditions . Provide technical guidance and support in developing a well plan and generating a well design that incorporates the casing, cementing and directional drilling parameters. Solicit and evaluate input from relevant service company providers.
3. Evaluate the feasibility of and the risks involved in achieving well objectives.
4. Confirm that the well design and drilling program complies with all local HSE policies and regulations.
5. Provide input data used to generate cost estimates, equipment lists and material requirements for proposed well programs.
6. Review drilling rig and other equipment specifications to ensure adequacy for the proposed well design.
7. Provide technical input for the preparation and evaluation of tenders.
8. Track the company's AFE review process for the well plan and well design.
9. Review existing and new technologies for incorporation into the well design and drilling operations.

Operations: Provide technical support to meet the goals of safety and cost efficiency while meeting well objectives.
1. Prepare detailed drilling and operating procedures for each succeeding hole interval, taking into account local geology, potential hole problems and drilling hazards.
2. Identify, assess and control potential and actual drilling hazards, such as abnormal pressures, complex geology or mud loss zones.
3. Incorporate safe work practices into the drilling program, specifying as part of the program the use of any equipment provided for health and safety purposes.
4. Review daily drilling reports, along with the daily activity reports from contractors and service companies. Cross-check and verify the accuracy of these reports, and compare drilling performance to that predicted in the well program.
5. Study bit, bottomhole assembly and mud system performance and recommend ways to optimize the drilling process.
6. Evaluate geological and engineering data to determine whether operations are on track with well plan. Recommend implementation of contingency options as needed.
7. Monitor well expenditures and contractor and service company performance. Assist in maintaining control of well costs.
8. Conduct regular operations meetings with service company representatives to evaluate ongoing activities and plan upcoming operations.
9. Coordinate the use of existing and new technologies to improve drilling performance and well bore quality.
10. Provide on-call support to rig when Drilling Superintendent is not available.
11. Lead project review and closeout.

Liaison and coordination.
1. Liaise with drilling operations team to identify requirements for equipment, materials and services, and to coordinate scheduling of well operations.
2. Review well work program with sponsoring department and propose modifications or amendments where needed.
3. Maintain effective and proper working relationships with contractors and service companies to ensure that company requirements are understood and met in terms of expected standards of quality and performance.
4. Work with the drilling contractor to accommodate and integrate its HSE policies with those of Dragon Oil. Review and endorse contingency and emergency response plans.
5. Work with rig site personnel to identify lessons learned during well operations. Conduct weekly meetings to review well progress relative to benchmark targets and to convey the lessons learned during that week. Where problems have occurred, identify root causes and arrive at creative and technically sound solutions.

Reporting: Prepare reports in support of department activities.
1. Provide detailed daily reports of costs versus time and allocated budget, and submit supplementary AFE in case costs exceed budget by 10% or more.
2. Prepare analyses of incident and/or equipment failure reports, including recommendations for corrective action.
3. Provide reports and presentations to department and company management as required.
4. Provide information to Turkmenistan authorities in an accurate and timely manner to ensure that all necessary permits for well operations are in place.

Coaching and mentoring: A ctively contribute to the development of staff.
1. Support department staff in meeting needs for employee training, development and skill gap closure.
2. Coach employees in order to build their skills.
3. Mentor staff to ensure appropriate succession management.

Qualifications:

Minimum Education Level Required

Bachelor's Degree in Petroleum or Mechanical Engineering
Certificates:
The minimum years of experience required
(All qualification listed Must be job related)
10 years of experience in drilling, completion and workover operations and engineering, with a minimum of 5 years of offshore experience. Experience should include work in directional and highly deviated drilling (including mudline tiebacks) as well as HPHT environments. Demonstrated experience working in remote areas and dealing with logistics challenges.
