SUMMARY

Manages a safe and efficient operations department for the land-based Trucking, Rail, Tank Storage Terminals and Pipelines through East Hynes and Hathaway Facilities. These terminals and pipelines are DOT jurisdictional and have a combined storage capacity of 4.5-million-barrels to transport crude oil and finished products to / from the refinery and Truck Terminals throughout Southern California. The terminals and pipelines handle various hydrocarbon type products such as crude oil, refinery intermediates, jet fuel, diesel fuel and gasoline. The combined assets receive numerous regulatory inspections per year. The South Coast Air Quality Management District, CARB, Fish & Wildlife, Home Land Security, CSFM, LBFD and DOT regulate these assets. The Land Terminals receive a combined 80,000 trucks a year and stores 100 million bbls in its tanks.

KEY RESPONSIBILITIES

  1. Provides oversight leadership to the Land Terminals' Operations Department consisting of up to 18 USW represented employees. Responsible for training and budget performance of all Land Terminals assets to include Truck Racks, Tank Farms and associated mechanical infrastructure (pumps, piping, fire systems and tank instrumentation). Also supports DOT pipeline maintenance for some 100 miles of pipeline across multiple cities. Assists in planning and execution of hydrotesting and Inline Inspection (ILI) testing activities on regulated pipelines. Also coordinates with Engineering Dept. on API 653 tank inspection and repair activities. Ensures quality of incoming and outgoing finished product through effective procedures and API testing standards.


  1. Collaborates with Terminal Supervisor of Maintenance by effectively communicating priorities and operational impacts to eliminate unplanned downtime. Provides input and support for expense and capital projects, company initiatives, SOP manuals and programs.


  1. Manages Health, Safety and Environmental compliance of the Operations Department. Facilitates team safety meetings, monitors operations employee performance and provides oversight of contractor and vendor performance. Ensures and maintains a safe work environment for employees through collaboration with EH&S.


  1. In conjunction with internal / external auditors, ensures compliance with company policies and procedures. Works with regulatory auditors to ensure compliance with regulations, and correct any deficiencies noted. Monitors compliance with state and Federal DOT, EPA, OSHA, IRS, CSFM, LBFD, USCG, USCBC, Fish & Wildlife and Home Land Security regulations. Participates in spill drills and exercises. Assist with emergency responses and incidents.


  1. Manages the reliability of the equipment, staffing requirements and cost effectiveness of the operations department. Reviews expenses, inputs purchase requisitions and authorizes vendor payments per LOA. Reviews maintenance reports and forecasts for expenses.


  1. Develops and maintains collaborative and strategic relationships with key internal (e.g. Operations, Refining, Supply, etc.) and external (e.g. PHMS, etc.) stakeholders. Foster engagement with stakeholders through ad hoc and regularly scheduled interactions.


7. Manages and maintains a positive working relationship with local United Steel Workers and their

contractual obligations.
