10. Profile (Skills & Qualifications)
Must have: Should be a Graduate Engineer from a recognized university and Diploma in Industrial Safety with one subject of construction safety from a recognized Institute (Institute recognized by AICTE / State council of technical education for India) Minimum 10 years' experience as HSE officer/HSE Engineer in Oil & Gas / Refinery / Petrochemicals including operating plants
Nice to have: Refinery Shutdown Experience.
Main Accountabilities:
1. Ensure daily Safety Tool Box Talk for different works at site.
2. Ensure Compliance of PPEs for various categories of workmen at site.
3. Issue of different work permits at site and compliance of the same before the commencement of respective work.
4. Ensure compliance of safety norms as per standards/ practice.
5. Review of Health/Fitness Certificate of all Equipment before mobilization on site.
6. Ensure Medical Health Check Up is done before the engagement of workmen for the Work.
7. Review of Lifting plans including compliance to HSE norms.
8. Inspection of all tools for Rigging, Mechanical and Electrical appliances.
9. Ensure availability of First Aid facility including doctor and Ambulance at Site.
10. Ensure proper Barricading and Housekeeping is done during construction.
11. Reporting of all incidents.
13. Maintain the details of Safety observation reports, tool box talks.
14. Report and Analyze of Incident/ Accident and ensure corrective actions.
15. Ensuring use of proper scaffoldings with safety tags at site.
16. Review and coordinate SHE policy submitted by Sub contractors at site.
17. Ensure and provide training for fire prevention/control techniques and use of safety appliances e.g. Fire Extinguishers, Fire Hose, Emergency Siren etc. at site.
18. Ensure safe vehicular movement at site.
19. Conducting periodical safety meetings with safety managers of different subcontractors.
20. Ensuring proper coverage during execution of the work.
