Jacobs Technology is seeking a Procurement Manager with TS/SCI Clearance for our Reston, VA office.

In this position, the successful candidate will support all procurement activities from initial identification of procurement requirements through development of solicitation packages, proposal evaluation, and purchase order construction, negotiation, and award, as well as close-out. The Procurement Manager will demonstrate in-depth knowledge and understanding of procurement best practices, of procurement for goods and services and broad proposal experience to include source selection and justification, negotiations, price/cost analysis, and purchase order file compliance requirements.

Roles and Responsibilities:
  • Manage a team of Procurement Analysts with program goals and objectives
  • Maintain strong supplier relations, and ensure compliance with company policies and procedures
  • Identify, mitigate, and resolve execution risks and issues; monitor supplier performance and implement corrective actions as required
  • Adhere to tight deadlines and able to make decisions in a timely manner
  • Offer guidance and work cooperatively with individuals from technical, program, finance, contracts and security organizations for seamless administration; participating in process improvement efforts
  • Team with Accounts Payable to facilitate invoicing and payment
  • Ensure the Procurement Analysts have a good working knowledge of the Federal Acquisition Regulation (FAR) and maintain Contractor Purchasing System Review (CPSR) compliant files for all programs

  • Active TS/SCI Clearance
  • The preferred candidate will have supervisory experience, strong interpersonal skills, will be able to multi-task, will be a results oriented creative thinker, and will possess a thorough understanding of procurement best practices, business processes, and project management. The position requires a well-organized individual with excellent written/verbal communication skills, business acumen and negotiation skills.
  • BS degree in area of specialty from an accredited college or university and eight (8) years relevant experience or any equivalent combination of education/experience for a total of twelve (12) years relevant experience.
  • Experience in working a Contractor Purchasing System Review (CPSR) as well as working in an approved CPSR procurement environment
  • Experience in working a CPSR audit
  • Experience in subcontract management as well as procurement management. Subcontract management shall include generating flow-down requirements for subcontractors.
  • Require demonstrated leadership skills, proven capability to promote and defend proposed recommendations or projects to management, and good communication skills.

Most work will be done at a desk or computer.

Work Environment:

General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.

Equipment & Machines:

General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.

Attendance:

Attendance is critical at all times. Must be able to work a 40 hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.
