About the role:

Repsol are currently seeking the services of a highly experienced proven Development Manager to oversee the commercial aggregation and development of their discovered resources in the Western Province of Papua New Guinea. The position at its core will be responsible for the oversight of monetization of projects in a multicultural environment with a diverse multi-disciplined development team.

Key responsibilities:
  • Manage joint venture communications and relations acting as Repsol's representative in the interface between partners across the development program.
  • Working with JV partners and internal teams to ensure Repsol technical, operational and commercial interests are managed while ensuring progression of monetisation projects.
  • Function as the single point of accountability for meeting the development team's project and business objectives
  • Oversee the licence management team, including in respect of licence maintenance and retention work.
  • Manage Work Programs & Budgets and Authorizations for Expenditure supporting joint venture audits.

  • For non-operated assets manage Repsol's financial and company interests clarifying activity programs and budget, identify risks and opportunities, and report to internal stakeholders.
  • Lead implementation of opportunity evaluation, project planning, and development activities that generate risk-managed, technically and commercially sound alternative development recommendations.
  • Lead development of various stage / development / execution plans to ensure continual alignment of project objectives with business objectives, aligning these with deliverables required by the Repsol Project Delivery System.
  • Prepare, coordinate, and present regular project progress reviews, raising issues of concern to stakeholders.
  • Provide direction and leadership to the Development Team, actively and effectively integrating all discipline plans so as to create an environment of teamwork.
  • Manage communications and relationships across all stakeholders locally, regionally and corporately, as well as those externally, seeking issue resolution as required.

Essential selection criteria:
  • Significant experience in oil and gas developments, including previous successful roles as Project Manager.
  • Experience in managing projects with international contractors and joint venture partners, including National Oil companies and governments, while ensuring compliance with all current local government regulations, processes and procedures.
  • Proven ability to successfully lead an experienced, multi-disciplined, multi-cultural Development Team.
  • Exposure to operations in PNG would be an advantage.
  • Project management skills necessary to effectively lead a team to plan and execute a complex project in a challenging environment and within an active joint venture partnership arrangement.
  • Offshore and onshore engineering technical experience including subsea and onshore pipelines, gravity platforms, gas separation and sweetening plants, gas dehydration, injection compression, water treating, etc.
  • Understanding of the gas transportation industry including a background in negotiating commercial agreements with carriers.
