Role synopsis
Project Services Manager will lead the AGT Project Services discipline across Azerbaijan, Georgia and the UK and develop organizational capability, succession planning and nationalization within the team.
Successful candidate will provide AGT Project Management with the current project status and forward looking information that identifies expected project performance and comparisons against performance targets.
Project Services Manager will have functional responsibility for ensuring that the project control processes are operated correctly and in accordance with the MPcp and Project Services Guidelines at the same time will have to act as a member of the AGT Project Leadership Team and advise the VP AGT Projects as appropriate.

Key accountabilities
People
  • Develop the organizational model, recruit and resource the team.
  • Develop and implement succession and nationalization plans.
  • Mentor and coach BP staff
  • Interface with the AGT Leadership Team, Regional Management, Partners, support services, and other external parties.
  • Provide all CAM's with support re contractors to ensure compliance with BP Services/Controls strategies, plans and procedures.
  • Maintain total project manpower control system.
  • Own the AirSwift Managed Services contract
Plans & Procedures
  • Develop the Project Services and Controls strategy, plans and procedures, reflecting both BP and contractor roles and responsibilities ensuring they are included in contractor bid documents.
  • Adhere to the BP segment financial, business and project processes.
  • Manage Central Control to all project procedures.
Cost
  • Implement a robust cost management process in compliance with BP Cost Engineering procedure.
  • Develop Project WBS complying with BP corporate standard and ensuring interface with Cost Breakdown Structure and Accounting Code Structure.
  • Deliver six monthly Master Control Estimate updates.
Planning Schedule
  • Implement a robust project planning system in compliance with BP's Planning and Scheduling procedure.
  • Provide regular cross program progress updates to BP management and partners.
  • Delivery high quality project reporting.
  • Coordinate preparation of schedule risk analysis in alignment with the MCE process.
Change Management ( MOC)
  • Develop and implement the Management of Change (MOC) system
  • Link the change management process with cost and schedule.
  • Report MOC data/approvals on monthly basis
Risk Management
  • Develop and implement the risk management process.
  • Coordinate the development of risk mitigation plans.
  • Risk Management monthly reporting
Knowledge Management
  • Develop and implement the Knowledge Management process including issuing guidelines on how to utilise BP shared learning systems.
  • Coordinate the development of KM Critical Knowledge Area's (CKA) mitigation plans.
Reporting
  • Developing and issuing various reports and presentations to appropriate internal and external stakeholders.
  • Develop and implement Project Closeout Plan.
Project Accounting and Tax Interfaces
  • Work with BU/Project Controller and Accounts Payable function to ensure adequate financial controls.
  • Lead the implementation of Backbone / GFT for GPO in Azerbaijan.
  • Lead the implementation of Field glass for BP in AGT.
IT/IM
  • Develop information management plan, including documentation, handover, and distribution
  • Interface with Digital Business (e.g. ensuring IT systems are in place especially for non BP project offices)
Support Services
  • Report compliance with MPcp guidelines in all areas
  • Develop and implement a project common Action Tracking System


Essential Education
  • University master's degree or equivalent and over 15 years' experience in international oil and gas projects.
  • PMP qualification or professional chartership.


Essential experience and job requirements
  • Track record implementing BP's Project Services Guidelines, tools and processes and BP's Contract Control and Reporting requirements.
  • Demonstrated leadership of HSSE in both office and field.
  • Leadership of large (>100) project services teams -across multiple locations and countries and in a multicultural environment.
  • Experience of major project execution in all phases of the project lifecycle in both site and main office locations.
  • Experienced in presenting to senior management, partners, governmental and other stakeholders.
  • Azerbaijani citizenship is required
