Role synopsis
The Khazzan development is a multi-billion dollar gas development located in the southern portion of Block 61 in the interior of Oman making it an onshore, desert environment.

This position covers Category C Projects; Repairs and Modifications across the Oman assets. It involves people management and building a small team from scratch of a small team of around 8 persons. It also critically involves a significant performance management role sourcing and managing Engineering & Construction contract providers.

The Oman P&M Manager reports regionally to the Engineering Services Manager for execution of all regional category C projects and modifications (typically brownfield ≤15 million USD) and for support in the development of annual plans and budgets.

In addition, this position has a functional reporting line to the central Engineering Services Director of Projects and Modifications for implementation of standardised processes and procedures, portfolio reporting; strategy and planning; continuous improvement, collaboration and shared learning across regions; peer reviews and sharing of best practice.

The P&M Manager provides Single Point of Accountability (SPA) for project execution and delivery in close collaboration with Operations, Turnaround (TAR) and other functional teams.

The P&M Manager shall:
  • Deliver safe, reliable, efficient design of Category C projects, Repairs and Modifications in accordance with the Operating Management System (OMS) and Category C projects Practice and Procedure and the Repairs and Modifications Guide.
  • Manage Regional Category C project portfolio aligned with KPI targets
  • Deliver Oman projects aligned with corporate prioritization methodology
  • Develop 8Q, 8 wk and 14 wk Functional plans for Operations Projects
  • Manage performance and delivery interfaces with appropriate departments and contractors
  • Contribute to and learn from other regions in the Global Function through Extended Leadership Team in P&M and externally
  • Acting as gatekeeper approving the project stage gates
  • Management of the EPC contractor who delivers the work
Due to the size of the region the current intent is the P&M Manager will also perform the duties of Turnaround Manager responsible for safe and efficient delivery of turnarounds (TAR) including all aspects of preparation, planning and execution.

Key accountabilities
Strategy & Planning
  • Drive efficiency through robust decision making at Appraise, Select and Define Gates (decide what to stop)
  • Manage Regional strategy definition for Cat C projects and modifications
  • Develop and manage 8Q plan and budget, within regional constraints, for projects and modifications, and overhauls and repairs with the scope of the role
  • Support development of the TAR strategy and ensures objectives of the TAR's are clearly communicated to stakeholders
  • Drive value through 8Q plan, prioritized hopper/portfolio management within regional site constraints
  • Input relevant subject matter expertise into recommendations for key procurement decisions
People Management
  • Supports P&M capability and professional development in line with the central plan
  • Management and motivation of project team and resource requirements with capability to meet plan
  • Attend P&M capability forum to build and maintain succession plans for P&M organization
Setting Standards, Policies, Processes
  • Apply and verify adherence to P&M Practice, Procedures, systems and tools and TAR Common Process to meet OMS requirements

Performance Management
  • Supports frequent reporting and analysis of standardized P&M and TAR performance indicators in Region and to center to achieve safe, reliable and compliant operations
  • Drive execution efficiency and waste elimination across the portfolio through effective management and monitoring.
  • Produce reporting and analysis versus standardized P&M performance indicators
  • Performance management of P&M Contractors
Execution
  • Ensure and self-verify implementation of P&M portfolio is in accordance with OMS requirements
  • Act as Gate Keeper for Cat C projects and verify gate readiness criteria is being met
  • Apply Front End Loading to set Contractor Execute requirements namely fixed scope, budget and plan
  • Apply strict "Management of No Change" approach to Execute to meet approved Stage Gate requirements
  • Manage P&M team in successful set-up, implementation and close-out of assigned projects
  • Manage EPC(m) contractors to deliver to HSSE and quality plans that meet metrics and KPIs
  • Monitor and improve Contractors productivity and NPT


Essential Education
BSc or BEng or MEng (UK), BSc (US), or international equivalent, in engineering.

Essential experience and job requirements
  • 10 -15 years' experience in similar engineering position delivering projects of an oil & gas, pipelines and infrastructure nature
  • Experience managing project teams in Oil & Gas.
  • Previously held a project or engineering leadership role.
  • Experience managing the implementation of engineering technical practices, progressing deviations, and application of engineering judgment.
  • Knowledge of fabrication and construction methods
  • Knowledge of quality assurance and control methods for projects and construction activities
  • Experience in managing project portfolio's and project execution plans and contractors
  • Experience managing turnaround related work scope and or projects
  • Proven ability to develop annual operating plans and assure delivery of results.
  • Excellent interpersonal skills including the ability to interact effectively with people at various levels in the office and field as well as outside of BP

Desirable criteria & qualifications
  • Fellow or Member of Engineering Institution (UK), Professional Engineer (US), or international equivalent.
  • Experience of Oil & Gas Production facilities
  • Experience of onshore remote location operations
