We are looking to speak with an experienced Construction Engineer - Electrical (Certified)
Position Title: Construction Engineer – Electrical (Certified)
Position reports to : Construction Lead
Location: Qatar, Doha

Roles and Responsibilities:

A. Overall view of the role:

1- Understands the pitfalls and the correct application of the current tool box of brown field methodologies and execution strategies.
2- Ability to understand the requirements of process safety and practical safety of work site executions.
3- The ability to integrate into a multi discipline client contractor organization.
4- The drive to focus on the most effective execution methodology that minimizes safety exposure through the design and construction/commissioning methodologies.
5- The elimination of excessive Non Productive Time (NPT) during the work execution cycle of project scopes.
6- Take ownership and responsibility for safety, cost, schedule and engineering of the project defined scope that is entrusted to be delivered by the appointed project engineer.
7- The ability to think out of the box to ensure the most cost effective end solution is achieved by ensuring the following key criteria are utilized: Is it Safe, Does it work, Is it cost effective
8- Responsible for delivery of defined design scopes and subsequent work execution methodologies.
9- Application of brown field best practices and development of new solutions .

B. Accountabilities/Expectations:

1. Single Point Responsible for the safe execution of the defined work scope in the plant area.
2. Understand and be responsible for managing the site safety rules for the defined plant area.
3. Will understand and be responsible for the scope to be executed including all the interfaces and safety requirements.
4. The work scope can be a complete new multi discipline area or a single discipline scope passing through numerous operational areas. Clear Communication and understanding between operations and the construction team is paramount. The scope is managed, controlled and risk assessed by the Permit to work.
5. Can be the responsible for managing a dedicated contractor work force in the area or be part of integrated team managing a combined resourced construction/commissioning team.
6. Participate in site safety audits regarding work execution, permits, work site standards and workforce knowledge of the work.
7. Ensure all preparatory work is completed prior to main work force starting.
8. Ensure all design work packs and materials are on site prior to work starting.
9. Ensure a fully briefed workforce and operational staff including valid permits and risk assessments.
10. Ensure accurate progress reporting of physical scope completion not based on man-hour estimate.
11. Ensure raising technical queries associated with site design/ operational changes.
12. Ensure maintaining and validating Technical Query Log
13. Ensure expediting any material/design requirements.
14. Ensure planning mobilization of vendors to ensure minimal NPT for these expensive personnel.
15. Responsible for minimizing NPT of work execution by ensuring, scope preparation is completed before mobilization of main work force, material is on site, design scopes are approved and are understood is on site, surveys have been completed to confirm proposed execution is doable
16. Timely approval of construction work packs and associated Safety Certificates as AE.
17. Participate in jointly walk downs of systems for handover to commissioning and Operations.
18. Support to commissioning department for functional commissioning.
19. Support to both operations and commissioning for full function testing.
20. Participate in the development of the Certificate of Fitness for the project modification and subsequent handover to operations.


Qualifications:
Education

• BSc., University degree in Engineering discipline - Electrical or equivalent

Essential skills/experience required
1. Minimum 8 years' experience in Brown Field Oil and Gas related projects
2. Minimum 3-6 years' experience in Brown Field Oil and Gas Project Delivery as Field engineer/ construction engineer in a multidiscipline workforce
3. Experience in Productivity measurement, resource based planning (Level 4 Scheduling)
4. Strong leadership and teambuilding skills
5. Supervisory experience
6. Strong influencing, interpersonal and team leadership skills.
7. Strong writing and computing skills, Fluent English language skills
