Job Description

To handle the purchasing of materials, equipment and services, particularly nuclear-related materials, equipment and services, from initiation to post-award administration for Nawah requirements to ensure that those requirements are met in a safe, compliant, timely, and efficient manner; contribute to the development of procurement and supply chain strategies to ensure security of supply, and support the Procurement Supplier team in the qualification of suppliers

Procurement
• Assist in the development of suppliers’ profiles and conduct market analysis as necessary
• Support nuclear supplier qualification as required
• Understand the specifications and scope of work, and ensure all Technical / Quality, Requesting Organization and HSE requirements are provided by Procurement Engineering are included
• Interface with Procurement Engineering and Requesting Organization as necessary to resolve issues
• Obtain bidders from Approved Suppliers List or Nuclear Approved Suppliers List and communicate with suppliers and departments to ensure that the required and most appropriate suppliers are contacted and included
• Prepare Bidders List recommendation for approval
• Prepare accurate tender documents and ensure adherence to tender process
• Arrange Technical and Commercial bid opening
• Assess bids ensuring that they are allowable under policies and allocated budgets
• Review competitive bids, quotes, and proposals by evaluating proposals, reviewing with requesters and subject matter experts and analyzing any grounds for rejection
• Verify Technical Evaluation ensuring participation by QA if required, and prepare the Commercial Evaluation
• Meet and negotiate and/or clarify terms with suppliers as requested by the management
• Prepare recommendation for award, with thorough justification to support decision as per the DOA, and ensuring that all required information is available
• Prepare and issue the final agreement for signature,
• Evaluate and monitor contract performance to ensure compliance with contracted obligations
• Clarify contract requirements and assist in conflict resolution
• Create and track Purchase Orders using the ERP system to ensure that items are delivered promptly and correctly
• Administer the necessary information needed for the agreements alongside with the User Department
• Serve on the Emergency Procurement Duty Roster
Quality Assurance
• Ensure that all work carried out is of the highest standards of safety and quality, and in compliance with the department and company-wide quality assurance program, in order to effectively support safe and reliable plant operation
• Support continuous learning and application of industry best practices in order to maintain the highest quality of procurement workmanship
• Promptly report quality related issues or deficiencies on procurement activities to line management
Training and Qualifications
• Successfully complete all required initial and continuous training courses and requirements in order to attain and maintain the required qualification and certification in areas of specialization
• Strive to improve BNPP technical knowledge level, understanding of overall plant operation and maintenance, and impact of procurement activities on safe, reliable and cost-effective operation and maintenance of BNPP
Planning, Reporting and Systems
• Develop reports and statistics on the status of the Purchase Requisitions, Purchase Orders, Service Orders and Contracts to ensure the alignment with the terms and the efficient processing of purchases
• Notify users before the expiration of service contracts to ensure contract renewal or retendering without interruption of service

Skills

MCIPS or other procurement qualifications
4 years relevant experience in procurement/ purchasing
technical and behavioral Competencies
Strong negotiation skills - ability to seek agreements that meet both party’s goals and objectives.
Ability to see value broadly from all sides.
Proven track record working in teams and leading teams.

Education

Bachelor degree in Business Administration or Engineering
