Job Description:

Serves as a captain of a patrol boat with responsibility for patrolling the restricted waters of APG to ensure water safety for the general public and commercial fisherman prior to, after, and during firing programs. Serves as a captain of the LCM-8 landing craft or self-propelled barge to transport personnel and heavy equipment to worksites. The captain must direct the activities of a mate assigned to the boat/LCM. Maintains watercraft in a clean, safe and seaworthy condition by cleaning, painting, caulking, fiberglass, changing and/or replacing oil, oil filters, impellers, pumps, wheels, shafts, rudder ports and struts.
Qualifications:

Must possess a valid U.S. Coast Guard Inland Waterways License for Operating Vessels less than 100 tons. USCG (US Coast Guard) Radar Endorsement for Inland Operation of Watercraft.

Must possess a valid Inland Water Radar endorsement.

Must have 3 years' experience operating 30 ft. or larger boats and maintaining watercraft to include: painting, caulking, fiberglass work, changing oil, oil filters, impellers, pumps, wheels, shafts, rudder ports, and struts.



Essential Functions Form:

UNUSUAL OR SPECIAL PHYSICAL REQUIREMENTS OF POSITION

Operates a 30 ft. or larger boat or water craft. The ability to bend/stoop, squat, crawl, reach above shoulder level, crouch, and kneel is required (up to 25%). The ability to balance and to climb into or out of a vessel is required (up to 50%). Walking a minimum of 50 yards over rough terrain is required (up to 25%). The ability to push and pull, as well as lift and carry up to 50 pounds is required (up to 25%). The ability to enter and exit a vessel in normal and emergency situations is required.

DESCRIPTION OF WORK ENVIRONMENT

Work is outside on a 30ft or larger boat. The ability to work in outside field conditions that include hot and cold extreme temperatures, and other outdoor climatic conditions where only portable restroom facilities are available is required (up to 25%). Work environment may be fast-paced and require work under pressure to meet deadlines associated with the completion of a task. Position will require multiple task efforts.

EQUIPMENT AND MACHINES INVOLVED IN WORK TASKS

Must be able to perform all aspects of the position to include Captain and Deck Hand duties. Operates a 30ft or larger boat or small craft used to patrol the reservation boundaries of Aberdeen Proving Ground, transport personnel and heavy equipment to worksites. Must also maintain watercraft in a clean, safe and seaworthy condition by performing Preventive Maintenance Checks and Services (PMCS), cleaning, painting, caulking, fiberglass, changing and/or replacing oil, oil filters, impellers, pumps, wheels, shafts, rudder ports and struts. Perform maintenance on watercraft as required. The ability to work around moving machinery/equipment and drive auto equipment, forklifts, and other equipment is required.

CRITICALITY OF ATTENDANCE

Attendance is critical at all times during normal duty hours. Work outside of normal duty hours, including holidays and weekends, may be required with as little as one-hour advance notice.

OTHER ESSENTIAL FUNCTIONS

Must be able to communicate effectively. Must be able to interface with others. Must be able to obtain an interim secret security clearance in order to gain access to required areas, networks and systems within thirty (30) days of date of your offer letter. Must further be able to obtain and retain a secret security clearance. Must be able to provide proof of U.S. citizenship. Must be able to obtain and retain unescorted access to work areas. Must possess a valid U.S. Coast Guard Inland Waterways License for Operating Vessels less than 100 tons. May be subject to other physicals or exams if required to wear a respirator or are designated by the COR to have other physicals due to the work area in which you are assigned. May be subject to exposure to noise, vibration, dusts, solvents, fuels such as gasoline/diesel, adhesives, cleaners, epoxies and accelerants for fiberglass repair. Must be able to wear personal protective equipment as required. Must have a valid driver's license and personal transportation for the purpose of moving around the proving ground to accomplish job functions and in order to operate a rental vehicle if and when travel is required. Must be able to obtain and maintain a military driver's license within 30 days of employment.
