Our client is a Chinese EPC company, is looking for a HSE Manager for a LNG project in Shanxi.

  • Supports the management in the setting up of the HSE policies and governing rules applicable to the LNG Project realization in close co-operation with the EPC(M) Contractor of the Phase #2 and the Owner's engineer for Phase # 1.
  • Controlling role of the EPC(M) contractor, Construction Contractor, Package Contractors on subjects relating to HSE; Areas of intervention:
  • Co-operate with the China's BU Coordinator to the elaboration of project policies, guidelines, instructions and plans;
  • Setting, monitoring of indicators and reporting to management;
  • Identification of hazards and risk assessment; organization of HSE training programs and raising-awareness efforts in close co-operation with the EPC(M) Contractor;
  • Analysis of accidents, incidents and near-misses; emergency organization and associated drills; definition, realization or supervision of audits;
  • Purchase of hazardous products, tools, RPE and PPE;
  • Review of HSE-related documents as far as projects (for example design, construction, operation) or acquisitions (due diligence) are concerned;
  • Contribution to the selection and assessment of subcontractors; regulatory watch.

Skills & Qualifications:
  • Bachelor Degree or Master Degree
  • Occupational safety and health certificate accepted by ISOH or equivalent
  • Environmental management certificate accepted by ISOH or equivalent
  • 10 years experience in HSE-related field positions, dealing with the construction and the operation of large industrial facilities in the oil & gas or chemical sector, including international projects
  • 5 years experience of HSE management systems
  • Knowledge and practice of HSE risk assessment, analysis of accident and audit & inspection (procedures, methods and techniques)
  • Ability to elaborate and present reports and memos
  • Communication and teaching skills, ability to detect good practices and disseminate them
  • Experience of networking
  • Proactive and source of proposal
  • Fluent in Chinese (Mandarin)
  • At ease with English (writing, reading and speaking)
  • Driving license
