Providing project support to continue to improve the health, safety and security performance of the Program and its major contractors in line with the Client's Health & Safety requirements, Safety and Security Management Systems (SMS) and safety certification prerequisite.

Supporting Client in relation to:
  • The review and comment of project submittal packages as per Project Agreement (PA).
  • The review and comment of design Project Specific Output Specification (PSOS) packages. 
  • Knowing and Understanding the project PA as it applies to Quality, Safety and Security.
  • Ensuring that the Client does not become Constructor within the AFP project environment.
  • Implementation and maintenance of a continuous improvement process of project site safety assessments as part of the overall project compliance plan.
  • Developing program key performance indicators and targets.
  • Building and maintaining meaningful relationships with partners.
  • Encourage legislative, regulatory, standards and contractual health, safety and security compliance.
  • Advising Client's Program Teams on health, safety, and security matters and assist them to discharge their duties.
  • Working with Program Safety Compliance Manager to ensure that all project sites in their area that are subject to surveillance, assessment, COR/OHSAS/ISO accreditation and audit as per an agreed master schedule, records kept and data are uploaded into the appropriate systems.
  • Function as a conduit within Program Safety and Security Compliance as well as other areas of Safety, Security, Audit, and Risk Management.
  • Assisting other health, safety, and security teams with sharing of good industry practice, positive safety performance and learning from incidents.
  • Producing required reports and presentations in a timely manner and to an established standard.
  • Take reasonable care of your own and others' health, safety and security and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for the Client's SMS and COR/OHSAS/ISO principles.
  • Leadership/Relationship/Stakeholder/Interfaces
  • Working with multiple contractor interfaces in AFP and non-AFP model, with varying levels of safety and security performance.
  • Balancing a variety of priorities to achieve timely delivery in accordance with agreed deadlines.
  • Developing a collaborative approach to encouraging improvements in health, safety, and security performance.
Role Specific Tasks and Competencies:
  • Experience with ISO 19011, OHSAS 18001 and ISO 45001.
  • Ensures program compliance with all federal, provincial, municipal regulations and Client requirements.
  • Verifies project compliance with all federal, provincial, municipal and PA requirements.
  • Ensures that related record keeping and reporting requirements are met and maintained.
  • Provides support in implementing approved recommendations.
  • Familiarity with COR, OHSAS, ISO, OSHA, OHSA and EPA standards and ADA requirements.
  • Ensures that all Program staff is adequately trained, and understands and advises on safety and security standards and requirements.
  • Demonstrated track record of integrity, effective communication, commitment to teamwork, innovation, and excellence.
  • Cooperate with the Client in all matters relating to health, safety, and security including following safe working procedures at all times.
  • Work with Safety Compliance Manager as a role model for the Program's vision and values, behaving in ways that are in alignment with the Program.
  • Promote equality in the workplace and adopt appropriate behavior when interacting with colleagues.
  • Take necessary care to properly protect the confidentiality, integrity and availability of corporate information from unauthorized disclosure, modification or destruction. Never knowingly put information or information systems at risk.


The minimum qualifications for this position are:
  • OSHA Diploma, degree or equivalent in Occupational Health & Safety Management
    Bachelor's degree in Industrial Safety or Science degree
  • CPTED Practitioner
  • Familiarity with submittal process.
  • Experience with the design review/PSOS process.
  • Excellent communication skills: maintain good close working relationship with the Client's Project Manager(s) and liaison with enforcement authorities, utility companies and stakeholders as required and following agreed guidelines.
  • Proficient with large project CAPA reporting systems. 
  • Knowledge of Microsoft Office applications, particularly Word, PowerPoint and Excel.
  • Significant experience in heavy construction health & safety management at a senior level
  • Experience of large civil engineering and rail projects. 
  • Five years of experience in lead capacity and proven experience in supporting audit/compliance functions.
  • ISO 19011 Lead Auditor 
  • COR Internal Auditor
  • CPTED Level 1 and 2
  • ASIS certification CPP and/or PSP
