Jacobs TEIMS is seeking a Software Engineer 4 to provide database design and programming support for the State of Florida DCF project and other projects. Lead project software teams, coordinating the efforts of other software engineers, web designers, and technical writers. Work with customers to determine requirements. Determine the appropriate tools and COTs software given a set of requirements. Perform both high and low level design of software systems. Implement software systems. Perform both unit and system level testing. Serve as Software Team Lead providing project and task guidance to other Software Engineers with DCF.

Duties and Responsibilities will include:
    • Develop projects in accordance with TEIMS' Organizational Set of Standard Processes (OSSP).
    • Participate in the requirements gathering, recording and testing processes. Develop Software Requirements Specifications (SRSs) and Software Development Plans (SDPs) to document the results of the requirements process.
    • Develop project schedules and resource estimates through Software Project/Development Plans.
    • Act as a critical interface between development teams and customers; identify Oracle and MySgl database requirements.
    • Assist with the coding, testing, and implementation of the systems being developed.
    • Conduct the customers' system set up and installation.
    • Support application documentation including the User's Guides, Training Manuals, Requirements Specifications, Design Documents and Implementation Plans.
    • Provide customer training, resolve user problems.
    • Assist in development of proposals, including preparation of estimates for labor, hardware and software.

    • May act as Lead for Team

Education and Experience Requirements:
  • Bachelor's degree -Computer Science required or equivalent experience may be substituted for the degree. Advanced degree desired.

  • Seven (7) years' of specific experience and ten (10) years' general work experience.

  • Working knowledge of RDBMS and SQL products, including creating tables, stored procedures, and data import/export activities.
  • Experience with some or all of the following: Open Source Systems, Java, JavaScript, Linux, C, C++, Windows API,XSL, Apache, and XML required.
  • May require experience with MS.NET
  • Inter/Intranet development
  • CMMI training as assigned by supervisor



Knowledge, Skills & Abilities:
  • Computer background experience in system and database administration.

  • Background in software design, implementation, testing and documentation.

  • Experience in internet/intranet development

  • Experience with building cross-platform mobile application development

  • Experience with multiple software development tools

  • Experience with data import methods from multiple, external sources

  • Experience building static and dynamic reports

  • Excellent communication skills

  • Must be reliable and committed to completing assigned projects on schedule with minimal supervision.

Physical Requirements:

Sedentary - involves sitting most of the time but may involve walking or standing for brief periods of time. Must be able to lift up to 20 pounds and see and hear with or without accommodation.

Work Environment:

Equipment and Machines:

Personal computer (75%), scanner (5%), copy machine (5%), telephone (5%), laser printer (5%), fax machine (2%), and other office equipment including desk supplies.

Attendance:

Full-time regular work hours between Monday-Friday(excluding Saturday & Sunday). Position may require occasional weekend work depending on task requirements. Regular attendance is extremely important, but not critical, except for deadlines and meetings. Must be able to work within the shift hours of 6 am and 6 pm.

Other Essential Functions:

Must be able to secure and maintain a security clearance.

Must pass drug testing.

Must be able to read and write effectively in English.

With the exception of STD/LTD/FMLA & approved time off, attendance is considered essential.

Travel requirements - Minimal travel required.
