The Role:

Providing a high quality customer-focused planning service for the city and using professional expertise to advise on local conservation and planning issues in line with statutory frameworks and the council's environmental and sustainability objectives.

Principal Accountabilities

Act as the technical expert, responsible for assessing and making recommendations on Planning related activity; commissioning and providing expert advice; responding to complex queries and advising internal and external stakeholders.

To work flexibly and collaboratively across the council teams and with external stakeholders to provide a high quality customer-focused planning service for the city and using professional expertise to advise on local conservation and planning issues in line with statutory frameworks and the council's environmental and sustainability objectives.

To respond to formal complaints (including informing the response to Ombudsman complaints) and enquiries from Councillors, the public and developers about matters relating to the service at an appropriate level, promptly effectively and comprehensively in accordance with agreed time scales

To prepare, monitor and review key planning documents

To lead and take responsibility for project delivery and key topic areas to achieve work programme objectives within deadlines and allocated budget.

To handle a caseload of planning applications, the size and nature of which will be agreed in relation to overall workload and line management responsibilities

To prepare and present reports and evidence at committee meetings, hearings and inquiries on complex planning applications and planning appeals and on matters of planning/conservation policy.

To undertake the formal line management/supervision, recruitment, and on-going development of staff (where appropriate)

To prepare implement and review complex/legal/statutory reports related to the determination of planning applications; development of policies and plans; and relevant statutory and legal notices.

To work closely with internal and external stakeholders ensuring that communication, participation and understanding of the planning system is effective and positive.

As appropriate, to be responsible for dealing with major corporate projects, dealing with the planning application and the implementation work, post decision

To maintain role-related funding/budget data and prepare relevant reports

To proactively promote development opportunities within the city and seek funding sources to enable delivery of key development sites.

Additionally as the Principal Planning Officer (Conservation)

To provide specialist judgements on the significance of heritage assets, the impact of proposals and technical advice on methods of construction and repair.

To consult with applicants, owners and other interested parties on applications submitted under the Planning and Listed Building Acts, consider the results, negotiate where appropriate, make recommendations and report to Planning Committee

To research and recommend proposals for the preservation or alteration of conservation areas

To be responsible for management of archaeology in the city, through liaison with the County Archaeologist and management of the service level agreement.

Additionally as the Principal Planning Officer (Contributions)

To set up appropriate financial and monitoring systems to ensure the collection of and timely and appropriate use of, funds collected to mitigate impacts from developments and for the implementation of required infrastructure.

To lead in developing protocol, monitoring and reporting systems across the council to ensure strategic objectives are secured within the planning contributions process.

To develop and provide a strategic communication role between directorates, the public and external organisations with the requirements on all planning obligations, financial contributions and funding proposals, and how these will be delivered.

Additionally as the Principal Planning Officer (Enforcement)

To take the lead on Planning and Enforcement Notices, through preparation and presentation of evidence in regard to serving notice, subsequent appeals and attending Committee, public enquiries and court as required

To manage and maintain a caseload of high profile and complex cases

To advise officers regarding the expediency of pursuing formal enforcement action under the Planning Acts

To undertake duties during the evening and at weekends as necessary and attend meetings to support community engagement as required

General Accountabilities

To co-operate in the implementation of the council Health and Safety policy:

To uphold and carry out the duties of the post with due regard to the City Council's Equalities and Equality in Employment Policies.

Essential Skills / Qualifications:
Hold the appropriate Town Planning qualification or specialist qualification and/or Membership (as appropriate e.g. IHBC, Conservation) together with significant post qualification experience or, for the Planning Contributions Officer, demonstrable financial management and project management skills and experience

Expert and role appropriate technical knowledge of planning for example Environmental Impact Assessment or S106 procedures and specialist knowledge in a relevant area such as conservation
