Acting supply chain internface with tender team & project team, supporting bids & ternders via creating sourcing plan with costs from reference library or supplier quotes from Technical requirements created by Engineering, leading project execution purchasing by managing suppliers, driving supplier selection process to secure optimized quality assurance, delivery performance and price for all parts of the projects.

Essential Responsibilities

As an active part of the tender team, the Sourcing Specialist is responsible to
• Manage the sourcing activity for the Tender and maintains the Reference (cost) Library of goods and services typically used by the Tender team in bid proposal generation.
• Drive commodity sourcing activity and considers project engineered solutions from Application Engineering, define the sourcing strategy. Understand business forecasts and Quality/Cost/Delivery targets per commodity. Conducts workshops and provides regular feedback on strategy application and efficiency.
• Drive material cost optimization of the Reference Library. Ensures implementation in liaison with Sourcing Domains and identifies risks and mitigation plans.
• Consolidate sourcing QCD commitment at tender phase. Consolidates the material cost commitment, Uses the Tender Sourcing Plan to check the Tender cost position and proposes cost reduction solutions.

After the tender is Won, Project Sourcing Leader is an active part of project execution
• Lead and manage the activities within the Sourcing organization
• Secure the execution of sourcing strategy to fulfil internal customers' expectations.
• Drive supplier selection process to secure optimized quality assurance, delivery performance and price for all parts in the projects.
• As a part of the cross functional team take an active part of the project, participate in required meetings, contribute to the fulfilment of the total project and be the voice of Sourcing in the Project Management Team.
• Manage internal customer relationships and coordinate with Commodity Management/SQE/Project management/Engineering/external suppliers in the selection, assessment and approval of supplier and parts
• Contribute and drive operational excellence through continuous improvements within Project Sourcing
• Frequently interact with the Sourcing organization about project demands, targets, time schedules, and other project information by using the Project Sourcing reference group & meetings
• Create and submit Sourcing project status report to the project team
• Coordinate product qualification process and lead project based localization activates.


• Bachelor's Degree in Engineering, Mechanical, Machining, Material;
• Experienced in Energy industry, Power industry is a plus;
• 3 years+ sourcing experience of which five must be in region in a multi-site manufacturing environment;
• Well understand (spare) Parts pool management, post -Sale service business model,
• Knowledge of ERP software (SAP, Oracle, etc) ,
• Sourcing methodology based on data analysis;
• Experience in leading small to medium supply management solution projects required
• Experience on supporting Global Sourcing Projects
• Experience Sourcing/buying engineering products and commodities (electronics, mechanical parts, forgings & castings, Field assembly and installation etc.)
• Experience managing commercial issues (e.g. payment terms, pricing increase requests) with suppliers and assessing supplier data and performance
• Demonstrated competence in negotiating skills with respect to Pricing, Service and Terms and Conditions.
• Professional interpersonal verbal and written communication skills in both Chinese and English
• Multi-culture working environment
• Proficient with Microsoft office products - Word, Excel, PowerPoint
• Domestic travel is required
