Position Summary

The main role of the IT Business Analyst (BA) is to analyze and propose system solutions for the Line of Business and IT organizations. The BA is viewed as an integral strategic partner and business liaison in technology decisions who understands business content, procedures, processes and systems for the corresponding business units. The BA is responsible for assembling, analyzing, and translating business requirements into detailed requirements and functional specifications. Performs feasibility analysis, develops project scope, and provides recommendations on the alternative solutions, project strategy and deliverable prioritization, as well as system alternatives or enhancements to current systems. Analyzes business needs, defines detailed requirements and validates solutions with the client.


Minimum requirements:
• BA or BS degree in a technology related field, business administration or equivalent experience.
• 4 years applicable experience (Information Technology or Business) that could be substituted by an advanced degree.
• Participation in projects of medium complexity.
• Must be able to clearly communicate to other team members and client personnel
• Strong attention to details
• Ability to work in a team environment
• Ability to travel as dictated by project requirements
• Continuous education in IT and business specific areas.

Desired requirements:
• Typically has 2+ years of experience in similar or related job functions (Information Technology or Business) that could be substituted
by an advanced degree.
• Participation in projects of high complexity.
• Working knowledge of relational databases, including data querying is a plus.
• Understanding of Unified Modeling Language (UML) is a plus.
• Ability to work with different teams across disciplines and levels.
• IIBA certification(s) required, including Certified Business Analysis Professional™ (CBAP®) and/or Certification of Competency in Business Analysis™ (CCBA®)
• Experience in using enterprise-wide requirements definition and management systems and methodologies required, including requirements traceability tools and methods.
• Able to consume large amounts of information and translate it into organized, structured requirements documentation.
• Able to work independently and juggle multiple projects.
• Experience with utility business processes and technologies.


Client Support and Consulting:
• Analyze moderate complexity business processes and information needs of the client.
• Understand major areas of the client's business environment and effectively identify the business needs.
• Coordinate requirements and deliverables with the client or the Lead BA. Propose IT solutions to moderate business problems.
• Discuss and document alternative solutions to moderate business problems.
• Provide timely and professional responses to client inquiries or escalate as appropriate.
• Prepare reports through gathering, analyzing and summarizing data and information; prepares presentation materials for management reports.
• Participates and assists in the preparation of the annual business plans for the assigned IT functional area, and coordinates contract or resource management efforts including making recommendations based on analysis work.

Business Analysis:
• Define and document business requirements for projects of moderate complexity.
• Contribute to the business cases for IT projects and initiatives.
• Review design and technical specification documents for alignment with business solution.
• Review test plans and perform quality reviews of test results.
• Comply with SOX and other standard process requirements.
• May perform various additional activities, such as operation and maintenance support, application testing, scope presentations, etc.

Additional Distinguishing Characteristics of this Level:

Financial Activities & Analysis:
• Work closely with manager(s) and financial support group on cycle forecasts, chargeback management, contract management, and annual IT budget planning.
• Maintain annual capital and expense budgets utilizing proper accounting/budgeting controls, enter financial data into tracking system, and compile regular and ad-hoc financial status reports
• Implement cost allocation program, and respond to questions and concerns from the business areas. Review contract invoices, identify disparities, and resolve issues with the vendors.
• Provides financial analysis on project cost variances for plan vs. actual, and can identify inappropriate charges by resources not captured in the Job Estimate and makes appropriate corrections in SAP.
• Analyzes actual spend and forecasting to determine if/when appropriate Project Change Controls must be implemented

Metric Activities:
• Plan and analyze a variety of metrics including cost of service and performance/quality analysis and provide explanations of variances
• Perform business analysis and identify processes that can be streamlined and identify opportunities for improvement.
• Analyze and perform calculations of metric information for monthly releases

Resource Planning:
• Provide labor forecasts, projects, initiatives, demand and capacity analyses.
• Serves as the liaison between IT technical teams, resource manager, and human resources organization to develop and implement appropriate IT talent management activities.
• Support resource planning labor forecasts for projects, and initiatives
• Conduct resource planning operational cost

Asset/Contract Management:
• Track and coordinate asset management, documentation/communications, contract/license management, vendor management, training, and lifecycle management.

Initiative/Project Management:
• Work on overall project planning through deployment, including on project schedules, cost, and scope deliverables
• Assist with tracking resolution of issues and risks.
• Provide analysis and support to project planning processes
• Organize and publish departmental and project-related documentation in various sources.
• Assist with deployment of projects as needed.
• Track project costs to ensure forecasts are on target.
• Assists project manager with analyzing the project management system tool for data accuracy and integrity.
