Primary Job Responsibilities: This Senior Manager level position will accomplish results through their organization skills and by managing lower-level subordinate supervisors or experienced exempt employees. As well this role will function as department advisor being involved in all daily planning and operations within the group, and will be responsible to resolve or provide direction on all complex issues (internal or client related).

In addition to the above this candidate should possess, or be responsible for, the following:

  • Experience with the following lines of business: Oil & Gas, Power, Pipelines, Petrochemical, Buildings, Infrastructure
  • Ability to understand, co-ordinate, and communicate Client objectives
  • Ability to practice and enforce project controls standard operating procedures and guidelines
  • Ability to develop or give direction on comprehensive: estimate plans, estimating man-hour estimates, and estimate schedules, and basis of estimates
  • Ability to read and interpret: Process Flow Diagrams (PFDs), Piping & Instrument Diagrams (P&IDs), Electrical Single-Line Diagrams, Plot Plans, General Arrangement Drawings
  • Overall knowledge of Material Take-Offs from the following engineering disciplines: Mechanical Equipment, Civil, Buildings, Earthwork, Concrete, Steel, Piping, Insulation, Instrumentation, Communications and Electrical
  • Ability to determine, maintain and apply In Kingdom site location and project productivity factors relative to the corporate USGC standard
  • Ability to develop construction all-in wage rates
  • Developing Escalation budgets
  • Developing Contingency budgets
  • Ability to produce and/or review the following cost estimate types: Order-of-Magnitude | Study | Early Budget | Control Budget | Construction
  • Responsible for reviewing and approving all estimates
  • Responsible for capturing historical data for material pricing and installation rates
  • Responsible for assisting Sales and Business Development Departments with proposals
  • Experience in the following estimating software: MS Office | Aspen Capital Cost Estimator (ACCE formerly known as ICARUS/Kbase) | Interactive Cost Estimator (MC2-ICE) | @Risk
  • Responsible for coordinating and managing work load for all direct reports
  • Responsible for weekly timesheets for all direct reports
  • Responsible for conducting annual personnel reviews for all direct reports

Training and Experience :

  1. Candidates must have 20 years or more of Buildings & Infrastructure / Oil & Gas / Mining / Power / Industrial project experience.
  2. Candidates must hold an Engineering Degree Qualification or equivalent from a government recognised institution.
  3. Candidates must have experience working on multi-million dollar projects within the Buildings & Infrastructure/Oil & Gas/Mining/Power/Industrial.
  4. Candidates who have EPC experience and/ or previous experience working with SAUDI ARAMCO or one of it's subsidiaries are preferred.
  5. Candidates must be proficient in using MS OFFICE | Aspen Capital Cost Estimator (ACCE formerly known as ICARUS/Kbase) | Interactive Cost Estimator (MC2-ICE) | @Risk. Other systems/software knowledge/experience that is preferred: Primavera P6
  6. Candidates with experience working within GCC countries (Saudi Arabia/United Arab Emirates/Qatar/Kuwait/Oman) will be given first preference.

Other Essential Functions : Must have sound presentation skills with the ability to effectively communicate with other Project Controls functions, Engineering Teams, Project Managers, Construction Representatives, Jacobs Senior Management Staff, and Client Representatives.
