The Engineering & Science Services and Skills Augmentation (ESSSA) contract provides engineering, scientific and engineering technician support to NASA Marshall Space Flight Center (MSFC) in Huntsville, AL. Provide systems engineering support to the Systems Engineering Branch (ES13) for SLS SE&I. Duties include providing support for SLS systems engineering through design, development and management of the Integrated Measurement and Command System (IMACS).

  • This includes validation of user-submitted data files which describe SLS command and telemetry metadata, preparation of the data for loading into the IMACS relational database, performing the data load and capturing information regarding any data load exceptions and providing this feedback to the appropriate data submitters.
  • Work with data providers to determine resolution for data issues and complete loading the data into IMACS.
  • Other duties include development and/or implementation of associated software tools and creation of new reports/products to meet evolving stakeholder requirements.
  • Perform database backups and make database schema updates as required to maintain compatibility with the SLS-STD-172 SLSP Command and Telemetry Representation and Metadata Exchange Standard.
  • Conduct trade studies and assessments to determine optimal design solutions.
  • Coordinate with other organizations to execute change management processes to control modifications to the IMACS database and ensure data integrity.
  • Review IMACS generated products to ensure data integrity and quality prior to release.
  • Develop and update technical documentation as necessary to describe the IMACS processes, standards and/or user documentation.
  • Support pertinent SLS meetings as necessary, including Interface Control Document (ICD) tag-up meetings, various coordination meetings with stakeholders and participate in technical interchange meetings and/or technical reviews as needed

Degree in Engineering or related field from an ABET-accredited university is required. Typically, educational requirements are the equivalent of a Ph.D. with a minimum of 8 years of experience, a Masters w ith a minimum of 10 years of related experience with data management and database-related software development or an equivalent combination of education and relevant experience.

  • Strong software design and programming skills are required
  • Practical experience with the planning, design, development, and management of relational databases is required
  • Extensive experience with the following programming languages and/or applications is required:
    • Structured Query Language (Microsoft SQL Server experience is a plus)
    • Coding SQL constraints
    • Triggers stored procedures and functions
    • Visual Basic (VB.NET experience is a plus)
    • XML (XTCE schema experience preferred)
  • Prior experience with Java or Python or similar language is a plus
  • Data analysis experience is required, and experience with data related to avionics and/or telemetry and/or Instrumentation Program and Command List (IPCL) is highly desirable
  • Extensive experience using Microsoft Excel and Microsoft Word are required
  • Experience with the development and updating of large technical documents is highly desirable
  • Excellent communication skills, technical writing and presentation skills are required
  • Familiarity with NASA Systems engineering policies and procedures is desired
  • Personnel are required to be self-motivated, team players familiar with working in a dynamic work environment

Work Environment

Office environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (<15%).

Physical Requirements

Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (80%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Jacobs facilities (10%).

Equipment and Machines

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).


Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.

Other Essential Functions

The ability to work independently with minimal supervision, and to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
