The IS Commercial Manager will:

  • Work with the Business to drive value, whilst providing high quality service contracts using effective procurement and commercial management best practice
  • Ensure that procurement is controlled commensurate with risk by continuous challenge
  • Identify savings opportunities and monitor actual savings against plan
  • Assist in developing an effective supplier base & contribute to strategies to ensure quality in both product, work and competitive pricing
  • The successful IS Commercial Manager will be the primary point of commercial contact on the contract/s assigned to them and therefore be required to work closely and pro-actively with the other stakeholders at all levels and across all the teams to ensure that the requirements of the individual contracts and their impact upon the overall HPC Project are successfully delivered.

  • Responsibility for management and execution of the NNB IS Portfolio Sourcing Strategy and management of > £100m third party spend as part of a 5 year IS delivery programme.
  • Relationship management , (including contract and commercial management) of 3 main delivery partners and other third party suppliers
  • Management of the procurement (performed by EDF Energy IT Procurement) of products and services from third party delivery partners and suppliers
  • Management of the performance of third party delivery partners and suppliers according to agreed Performance Scorecard, Operating Level Agreement and Joint Partnership Charter.
  • Regular Senior Management level interaction.
  • Work with EDF Energy corporate supply chain teams to provide ICO oversight to procurement requirements of the IS portfolio.
  • Ensure that the negotiation and award of the portfolio of contracts meet project objectives
  • Control the issue of contract documents
  • Support and drive supplier management and expediting activities where necessary
  • Support the introduction of continuous improvement into the function
  • Support the introduction of SAP and IT to the function, including links with NEC3, FIDIC and D2 tools
  • Execute and maintain IS Portfolio Sourcing Strategy, making effective use of relevant third party delivery partners to achieve the optimum sourcing and delivery strategy, leveraging synergies with other parts of EDF Energy and Group where possible.
  • Contract and Commercial Management activities, to include:
    • Day to Day Performance Management to ensure that IT delivery partners achieve optimum performance according to agreed Performance Scorecard, Operating Level Agreement and Joint Partnership Charter;
    • Manage third party delivery partners and suppliers to ensure they provide value for money and meet all commercial and technical delivery commitments, actively leveraging commercial mechanisms, as appropriate;
    • Ensure compliance with obligations to third party delivery partners and suppliers, assessing compensation events, claims and disputes regarding contracts and overseeing the payment of invoices following assessment of payment application;
    • Provide an effective single escalation point for issues and risks relating to third party delivery partners and suppliers during the procurement and project delivery phases including commercial, legal, financial and administrative matters
    • Actively participate in all relevant governance bodies including: IS Steering Group and Partnering Performance Review Group (the post holder will chair this group)
    • Assure that contracts and Work Orders are fit for purpose, de-risk delivery and give the best possible chance of a successful outcome whilst achieving value for money, including pre and post-contract negotiations
    • Contribute to the identification and management of project and portfolio-level risks and issues by raising matters arising from procurement and third party activities, attending risk/issue review meetings and owning resolving actions, as appropriate

  • The IS Commercial Manager must possess:

  • Experience of developing a procurement / contract management service that incorporates best practice solutions
  • Ability to cope with ever changing workload and priorities and to work under pressure
  • Core experience in commercial and contracts management and a demonstrable track record of managing successful contracts
  • Good knowledge of contract law and commercial good practices
  • Good understanding of contract performance measurement, risk management and change and claim management
  • Good negotiating, influencing and communication skills to command professional respect at all levels
  • Excellent knowledge of contract and business law and its applicability within ICT and the nuclear industry
  • Key Competencies:

  • Extensive record of working within a IS programme or portfolio environment
  • Being able to understand complex commercial and contractual issues, and drive complex commercial negotiations to conclusion
  • Flexibility to travel
  • Seasoned negotiator with a track record of achieving positive outcomes in commercial negotiations
  • Able to establish immediate credibility and influence at a senior level both internally and externally
  • Able to understand the technical, contractual and financial facets of IT project delivery
  • Desirable:

  • Degree Educated
  • CIPS or IACCM qualification
