This position performs a variety of technical advisory, procurement, and contract document preparation work in the initial planning and design phase of projects. Project objectives are set, optimum risk allocations understood and articulated, contract requirements defined, specifications prepared, and necessary subcontracts and requisitions are defined.
  • Review and/or development of Reference Concept Design
  • Review and /or development of RFQ, RFP documentation including Project Agreement
  • Review and/or development of Project Specific Output Specifications from Technical Advisors
  • Coordination with legal and financial advisors;
  • Assisting the client in the Review and response to Requests for Information
  • Attendance at proponent design presentation meetings
  • Assisting the client in the compliance review of Requests for Proposals from Alternative Financing Procurement Proponents
  • Attendance for the Program Compliance element at Various Project Working Group Technical Meetings
  • Leading compliance, monitoring or commissioning activities during construction period
  • Assisting client in interpretation of Project Agreement including assessment of contract variations and payment issues

Minimum Qualifications
  • Experience with AFP contracts required, experience of transit operations highly preferred
  • Sound understanding of alternative project delivery
  • Track record working with senior levels of government and of working in integrated legal / financial / technical teams
  • Transit sectors experience required
  • Experience in risk identification, allocation, and quantification particularly for projects with operations and maintenance / life-cycle component preferred
  • Experience in structuring PPP projects required

Preferred Qualifications
  • BS or MS graduate
  • Significant/extensive direct experience
  • Engineering qualification and Professional Engineer License (PE) an advantage
