Candidates must have 2 years of college or technical school and 8 years of relevant work experience. Additional education may be substituted for work experience. Demonstrated communication skills are required. Must be able to obtain and maintain a DoD Secret security clearance. Must possess demonstrated analytical and problem solving skills. Must possess demonstrated analytical and problem solving skills. Experience with Logistics Civil Augmentation Program (LOGCAP) is highly recommended. Must be able to effectively communicate with others. Must be familiar with the use and integration of Microsoft Office application suite. Must have an active DoD Secret security clearance, or the ability to obtain an interim Secret clearance.


  1. Assistance in Developing Independent Cost Estimates (ICE). The Contractor shall provide the required services to help the customer develop ICEs in support of small, medium, and large scale efforts. Advice and work products shall be accurate, free of errors, and provide a supportable basis for establishing a reasonable estimate of the resources needed to perform the requirement and the all-inclusive cost associated with those resources. Support documents for ICEs shall be developed IAW contract requirements and completed within the required timeframe.
  2. Execute Independent Cost Analysis requirements , gathering data relevant to the LOGCAP requirements to perform Independent Cost Estimates (ICE), development or evaluation of existing cost estimating relationships and mathematical models, performance of risk analysis on program assumptions, analysis of results of models and other methods of developing costs, accumulation of cost estimates made by work breakdown structure element and development of summary data for presentation purposes.
  3. Proposal Evaluation Support . The Contractor shall provide Proposal Evaluation Support services in support of the scalable ranges for DPM support. Specific tasks include the following: assistance in developing independent cost estimates (ICE), assisting in cost/price analyses of proposals, and assisting in technical analyses of proposals.
  4. Assist in Cost/Price Analysis of Proposals. The Contractor shall provide the required services to assist with cost/price analyses of proposals in support of small, medium, and large scale efforts. Advice and work products shall be accurate, free of errors, and provide a supportable basis for determining whether, in accordance with applicable acquisition regulations and policies, the proposed costs are fair and reasonable, as well as realistic. Work products shall be technically sound and completed within the required timeframe.
  5. Assist in Technical Analysis of Proposals. The Contractor shall provide the required services to assist with technical analyses of proposals in support of small, medium, and large scale efforts. Advice and work products shall be accurate, free of errors, and provide a supportable basis for determining whether, in accordance with applicable acquisition regulations and policies, the proposed costs are fair and reasonable, as well as realistic. Work products shall be technically sound and completed within the required timeframe.
  6. Responsible for facilitating new and existing technical and financial services assistance to include: in-depth knowledge of Cost Accounting methods, procedures, financial analysis, program development, and performance metrics ability to analyze qualifying cost proposals, basis of estimate (BOE), rough order of magnitude (ROM), project planning estimates (PPE), technical analysis, labor mix proposal, contractor assumptions and Performance Work Statement (PWS).
  7. Cost Monitoring/Variance Analysis. The Contractor shall provide Cost Monitoring/Variance Analysis services in support of the scalable ranges for DPM support. Specific tasks include the following: analyzing performance contractor cost reports, analyzing performance contractor variance reports, analyzing financial and technical reports, making recommendations to improve program operations, and preparing written reports outlining audit support findings.
  8. Analyze Performance Contractor Cost Reports. The Contractor shall provide the required services to analyze performance contractor cost reports in support of small, medium, and large scale efforts. Contractor performance shall be analyzed using applicable acquisition regulations and policies. Communication shall be professional and responsive.
  9. Provide expertise to provide Cost Monitoring , Cost Report Analysis, Requirements Analysis, Statement of Work Document Control, Independent Government Cost Estimate preparation and updating, Change Order Management, Financial and Technical Analysis of Cost and Performance.
  10. Analyze the bi-weekly cost reports , track contractor incurred costs, and monitor the estimate to complete (ETC), maintain burn rates, develop cost performance metrics and advise of potential cost savings or unanticipated increases that would result in budget decreases or increases. Exhibit familiarity with federal fiscal laws (MILCON, OPA, OMA, ect.) and provide regression analysis for projection of historical data.
  11. Analyze Performance Contractor Variance Reports. The Contractor shall provide the required services to analyze performance contractor variance reports in support of small, medium, and large scale efforts. Contractor performance variance reports shall be analyzed using applicable acquisition regulations and policies. Communication shall be professional and responsive.
  12. Analyze Financial and Technical Reports and Make Recommendations to Improve Program Operations. The Contractor shall provide the required services to analyze financial and technical reports and make recommendations to improve program operations, to include trend analysis in support of small, medium, and large scale efforts. Advice and work products shall be current, accurate, and technically sound. Work products shall be in the standardized format when required and completed within the required timeframe.
  13. Possess experience in cost analysis principles and concepts including applied statistics, cost uncertainty analysis, budget analysis, economic analysis, and use of cost modeling tools including Earned Value Management in acquisition, engineering, business, finance, economics, accounting, management related fields.
  14. Prepare Written Reports Outlining Audit Support Findings. The Contractor shall provide the required services to prepare written reports outlining audit support findings in support of small, medium, and large scale efforts. Documents shall be prepared in the standardized format when required and shall be technically sound and free of errors. Documents shall be completed within the required timeframe.
  15. Prepare briefings to management in development of cost databases, parametric relationships, cost estimating and documentation, and research reports. Use judgments to rely on to the cost out plans and accomplish goals. Advice and work products shall be accurate, free of errors, and provide a supportable basis fordetermining whether, in accordance with applicable acquisition regulations and policies, the proposed costs are fair and reasonable, as well as realistic. Able to maintain an active Secret clearance


Additionally, providing support to deployed Department Army Civilians (DAC's) and Active Duty Military Logistics Support Officers (LSO's), deployed support contractors, forward operators, cost and property analysis, and Logistics Management Specialist (LMS) worldwide.

  1. Specified tasks include the following : providing in-depth research and analysis of current operations, emerging policy. Knowledge of U.S. Army Regulations, DoD directives. Be able to consolidate reports, facilitating teleconferences, attending meetings and teleconferences. Research and responding to inquiries from General Officer's (GO) level, and/or high Headquarters (HQ).
  2. Plans and execute contracted support services for deployed forces performing DoD-Directed and DoD-Supported missions during global contingency operations. Supports the full spectrum of program support forward through direct liaison with forward operators and planners. Interfaces between (Support Contractor), other contractors (Performance Contractor), and clients (Department of the Army Civilians (DAC's)), Active Duty Military, as required.
  3. Consolidate Reports and Facilitate Teleconferences . The Candidate shall provide the required services to facilitate teleconferences for each AOR/region and consolidate the corresponding reports. Documents shall be prepared in the standardized format when required and shall be technically sound and free of errors. Reports shall be submitted within the required timeframe and inquiry action items shall be addressed in a timely manner.
  4. Attend Meetings and Teleconferences . The Candidate shall provide the required services to attend meetings and teleconferences for each AOR/region. Input and updates shall be accurate and current. Contractor personnel shall be professional and indicate contractor status at the onset of the meeting or teleconference.
  5. Research and Respond to Inquiries . The Candidate shall provide the required services to research and respond to daily phone calls and email correspondence during standard business hours. Telephone calls shall be courteous and indicate contractor status. Correspondence shall be prepared in the standardized format when required and shall be technically sound and free of errors. Inquires shall be recorded and tracked as action items and shall be reported during weekly teleconferences. Responses shall be made in a timely manner.
  6. Advice and work products shall be current, accurate, and technically sound . Communication shall be professional and responsive.
The Candidate shall be able to provide Program Management Office (PMO) level oversight as a Cost Analyst. The Cost Analyst shall provide Proposal Evaluation Support in support of multiple program functions for the scalable ranges for DPM support. Specific tasks include the following: developing Independent Cost Estimates (ICE), Proposal Evaluation (PE), Basis of Estimate (BOE), Rough Order of Magnitude (ROM), Project Planning Estimates (PPE), technical analysis, labor mix proposal, contractor assumptions and Performance Work Statement (PWS), and Cost Monitoring/Variance Analysis Support Services. Responsible for facilitating new and existing technical and financial services assistance to include: in-depth knowledge of Cost Accounting methods, procedures, financial analysis, program development, and performance metrics ability to analyze qualifying cost proposals.

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Attendance

Regular hours will be between Monday-Friday 7:00 a.m. - 5:00 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
