Department Overview

The men and women of Electric Operations ensure the delivery of safe and reliable electric service to our customers. Electric Operations is responsible for every aspect of PG&E's electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management, business planning, restoration and emergency response.

PG&E's Emergency Preparedness and Response Support organization is responsible for leading PG&E's response to catastrophic emergency events. The organization is charged with delivering PG&E's emergency response training and exercise program; development and revisions to the Company Emergency Response Plan (CERP); providing guidance to lobs charged with
developing their own ERPs; leading preparedness initiatives enterprise-wide; benchmarking with other leading utility companies; implementation of Best Practices; tracking of After Action items
from Company exercises and emergency responses; and collaborating with external stakeholders' in preparedness and response activities. EP&R is the enterprises' over-arching emergency
preparedness department and drives continuous improvement that enhances emergency response through implementation of best practices and new procedures and identifying and acting upon root
causes of lessons learned.

Position Summary

The Expert Emergency Management Specialist will report to the Manager of Emergency Preparedness and will perform as a subject matter expert on emergency planning and
preparedness and provide guidance to the Emergency Management Specialists in the group. The Expert Emergency Management Specialist is part of a team that is responsible for the
development, deployment. maintenance, and continuous improvement of a myriad of EPRS projects and programs such as; identification of emergency roles for PG&E employees,
subsequent training for emergency roles, testing of mutual aid processes, interfacing with internal stakeholders for the identification of risks and hazards to the Company, contributes to the
Company Emergency Plan, development of a strategy for ICS training and implementation company-wide. As an Expert, the successful candidate will work closely with the Emergency
Management Advancement Program to develop and deliver improvements in the way PG&E responds to emergencies. The Expert Emergency Management Specialists assists PG&E
personnel with safe, efficient, and coordinated response to emergencies and will develop workshops, trainings, and seminars for continuous improvement of PG&E emergency response systems and processes. Will contribute to the Company Emergency Response Plan which is critical in PG&E's mission to protect health, welfare, and property of the public, PG&E responders,
and others; operationalize metrics tracking applicable to the restoration of energy delivery; keep all constituencies informed; and resume business as usual. Incumbent will participate in the
development and delivery of Company exercises. Successful candidate will assume an emergency role during emergencies that affect the PG&E. Will contribute to new technology systems that
automate certain aspects of emergency response within the EOC.

This position will also be required to develop reports and analyses of gaps, best practices and lessons learned as it applies to emergency response across the enterprise. Under the direction of
the Manger will plan and develop integrated and synchronized solutions to identified gaps. Will also prepare presentations on Emergency Preparedness and Response for targeted audiences inside
and outside the Company. Work closely with external stakeholders such as external first responders, CPUC, and other utility companies to identify best practices and benchmark industry
standards. Will work closely with the Natural Hazards Assessment Project team, determining risk values from natural hazards to critical infrastructure and systems. Will review the work of Senior
and career level team members. Is responsible for leading the development of the hazards matrix, for use by emergency preparedness teams across the company. The successful candidate will
assist in the planning and the development of annual functional Company exercise design and execution. Plans, facilitates and / or participates in regular LoB emergency training exercises and
drills. Builds and maintains strong relationships with business units and external agencies. Will supports emergency planning manager in planning process with outside agencies. Represents
PG&E at community events focused on emergency response and preparedness. Expert will provide guidance to EMS Senior/Specialists in their daily work and special projects.
This team will also serve as SME to assist in the development of annual enterprise-wide emergency operations center training. The successful candidate will provide written and verbal
guidance and direction to all LOB emergency preparedness teams. Must be a team player and able to work with, and influence others, to participate in training and emergency planning for the

Must be familiar with emergency management principles and processes including, but not limited; to the National Incident Management System (NIMS), Incident Command System (ICS), various
and applicable Homeland Security Directives, Homeland Security Exercise and Evaluation System (HSEEP), as well as FEMA Comprehensive Preparedness Guide (CPG 101). Will work closely
with: PG&E's Emergency Management Advancement Program (EMAP), Gas and Electric Emergency Preparedness Coordinators, Gas and Electric Public Safety Specialists, Training and
Exercise Program Managers, Senior Technical Writers, Business Continuity/Disaster Recovery Program Manager, and other PG&E lines of business external to Electric Operations.. Travel to
other PG&E locations as needed to accomplish department goals and objectives.


• Bachelor degree from an accredited college or a combination of education and equivalent, relevant experience
• 7 years' experience and expert working knowledge of the National Incident Management System (NIMS), Incident Command System (ICS) and/or California Standardized Emergency Management
System (SEMS)
• 7 years emergency management experience in federal, state, or local government or corporate/utility sector
• Experience applying a formalized planning process such as those outlined in CPG 101, FEMA Operational Planning Manual, Incident Action Planning (IAP) process, NIMS Planning Process,
Joint Operational Planning and Execution System (JOPES), or other recognized operational planning processes
• Proficient with Microsoft office (Outlook, Excel, Word, PowerPoint) Utility experience coupled with background in emergency management

• Experience in improvement planning experience through the application of training, exercises, and corrective action programs consistent with HSEEP and AARs
• Experience in developing, reviewing, and updating emergency plans for large corporations, utilities, local government, or state and/or federal agencies
• Excellent technical writing skills
• Strong written and oral communications and group facilitation skills
• Ability to lead others under deadline pressure Experience applying NIMS/ICS to actual emergencies and disasters, particularly in the Planning, Operations, or Logistics Section
• Experience in documenting processes for the development of plans, training, and job aids
• Experience facilitating workshops and leading seminars
• Experience developing threat and hazard vulnerability assessments
• Formal training and/or certifications in Emergency Operations Planning such as those outlined in CPG 101, FEMA Operational Planning Manual, Incident Action Planning (IAP) process, NIMS
Planning Process, Joint Operational Planning and Execution System (JOPES), or other recognized operational planning processes
• Strong public speaking skills
• Experience with technical writing software such as Adobe FrameMaker


• Coordinate a formalized planning process for the CERP training engaging company leadership, response personnel, emergency management staff, and SMEs
• Prepare and deliver CERP training, including plan socialization, stakeholder workshops, creating feedback loops, and plan validation checkpoints. Document progress, challenges, and achievements through preparation of comprehensive reporting methods and surveys
• Benchmarking
• Incorporate feedback from SMEs, consultants, first responders, emergency managers, and plan users; new standards in development; and new legislative or policy direction
• Develop innovative strategies for improvements in emergency preparedness awareness and training
• Coordinate with other internal lines of business to represent EPRS and assist lob emergency preparedness coordinators in program goals and objectives
• Contribute to exercise development with LOB EP departments
• Contribute to exercise development for the annual Company Exercise
• Support training development and job aids for the CERP
• Support PG&E's Emergency Preparedness and Response Programs in other tasks as required

Employee will have an assigned emergency role and may be required to be "on-call" for emergency operations center activation and/or monitoring of emergency incidents within the
Company, or external to the Company. Incumbent will perform other duties as required for the department to achieve its goals and objectives.
