Position Summary

Reporting directly to company leadership at the Regional or Performance Unit Vice President Level, this is a hands-on, senior position delivering Program Management and Project Oversight services for multiple rail projects included in the Atlantic Gateway Program in Virginia. The position is responsible for overall program delivery including scope development for projects, budgets, schedules, design and construction contracts, documents and procedures, controls and reporting that represents the best interest of the Virginia Department of Rail and Public Transportation (DRPT) in the development and implementation of this multi-billion dollar program. The position has management employees as direct reports, and will run a team of multi-disciplinary staff. Client and stakeholder contact is at a high level regarding performance metrics such as schedule, cost, scope and safety. The ability to analyze key performance metrics and indicators to proactively correct outcomes continuously is essential.

• Manage a complex, multi-billion dollar rail engineering program
• Lead staff to deliver multi-year/multi-project rail improvement program
• Work directly with CSX on DRPT's behalf
• Serve as DRPT's representative in complex agency coordination
• Lead outreach efforts with agencies and stakeholders
• Manage budgets and schedules, and ensure quality
• Oversees the development of individual projects from programming through completion in accordance with program objectives
• Resolves complex construction related issues, disputes, and disagreements amongst stakeholders and consultants
• Leads high-level meetings to review program and project progress, identifies issues, and drives actions for resolution
• Leads a large multi-disciplinary team
• Bachelor of Architecture, Engineering, or Construction Management required; Certified Construction Manager (CCM), Professional Engineer (PE) or Architect license/certification preferred
• 10 years of Project Construction Management experience required
• Significant prior experience as a Program Manager in rail program management, including a minimum of 5 years of experience managing and leading large programs with projects in construction values excess of $1 billion
• Oversees the development of individual projects from programming through completion in accordance with program objectives
• Resolves complex construction related issues, disputes, and disagreements amongst stakeholders and consultants
• Leads high-level meetings to review program and project progress, identifies issues, and drives actions for resolution
• Leads a large multi-disciplinary team
• Must be located in Northern Virginia, and familiar with Northern Virginia stakeholders
• Must have relationships with CSX and the ability to work in a tandem role with them
• Must be available and committed for a long-term assignment for a 10+ year contract
