Focus of role is integrating the capture and management of individual Major Programs within the Oil, Gas & Chemicals Business Group including Petrochemical, Refinery, OSBL, Infrastructure Programs and Facility major capital programs.

Focus of role is integrating the capture and management of individual Major Programs within the Oil, Gas & Chemicals Business Group including Petrochemical, Refinery, OSBL, Infrastructure Programs and Facility major capital programs.
Possesses broad knowledge, understanding and experience with the basic engineering and construction models including E, EPCM, and/or CM. PM's provide leadership and organization to the project and instills confidence in the client regarding the project team's capabilities
A successful candidate fully understands and has demonstrable project management experience in projects across a refinery, including Separation, Conversion, and Purification. Examples include Crude Vac Units, Distillation, Fluid Catalytic Crackers, Cokers, Hydrocrackers, Reforming, Hydrotreating, Blending, Gas Conditioning, Sulfur Recovery, Wastewater Treatment, Utility distribution and Transport / Logistics. Experience with CII standard practices including FEL 1/2/3 deliverables, staged gate reviews, and team alignment methodologies.

Strong client/project work history in the Houston market place.

 
SUMMARY OF JOB PURPOSE:

RESPONSIBILITIES:

• Provide leadership skills and manage the performance of an individual assigned major program for E&C including: 
 o Safety performance on the project
o Technical and commercial performance for the client in accordance the contract and associated scope of work
o Quality
o Risk management for both the client and CH2M
o Revenue and margin performance
o Staffing and personnel - develop high performing team focused on production and client satisfaction
o Contract changes and modifications
o Client satisfaction - Be the positive CH2M representation force with the customer
o Promote and implement CH2M high value center objective
• Develop and capture assigned major program pursuits for E&C with support from the assigned Business Development Staff and Regional Leadership Team including (33%):
o Support early positioning of Program Management experience and capabilities working with BD function
o Support win strategy development working with BD function
o Lead opportunity evaluation and definition of key targets
o Lead BG and Enterprise level Risk Reviews
o Support capture team identification
o Support proposal preparation, including authoring execution plans
o Support interviews
o Review and approve pricing models and final pricing
o Lead contract negotiations

KEY DUTIES:
GOALS
• Ensure effective and efficient mobilization of newly captured programs or new program phases
• Supports development and implementation of the E&C major programs strategy.
• Influence regional operations teams to implement a collaborative delivery model engineering major programs by effectively sharing resources, including company high value center initiatives.
• Influence external business groups, collaborative delivery models on major programs by effectively utilizing cross business group resources.
• Recruit and retain external and internal staff for key positions in support of major program pursuits and deliver. 
• Deliver industry leading customer service and obtain repeat business.
• Maximize margin returned to E&C BG from assigned programs.
• Increase backlog for major programs by leading development and capture efforts with support from the owning region Regional Manager and BD Lead.
• Achieve alignment with regional management team on the staffing and execution models for programs assigned to their region.

The minimum qualifications for this position are:
15+ years heavy process program management experience in a consulting organization or refiner. 10+ within a refining environment.
Accredited Bachelor of Science degree in an engineering discipline
Demonstrated leadership skills

Experience with and general knowledge of safety and contract/liability issues
Working knowledge of Microsoft Office products

The ideal candidate will possess the following skills and experience:
PMP Certification is a plus
