The .Net Developer will support the Joint Strike Fighter (JSF) program in Crystal City, VA. This position is responsible for efficiently implementing new or modified functionality to custom applications in support of the JSF Program Office. Incumbent will collaborate with different stakeholder communities in order to receive requirements, collaborate on alternative solutions and respond to user problems. He/she will utilize .NET, SharePoint Designer, InfoPath form technology to support business needs. The .Net Developer participates in all efforts to support the suite of custom applications on the JVE, including the development life cycle and system support (O&M). The Developer designs, develops, and maintains custom software functions, user interface designs, and database designs, as well as objects that support the common .NET framework. Create and execute new or changed designs of Lists, Libraries, and Sites. The Developer also creates supporting System Development Life Cycle (SDLC) documentation.

The Software Developer performs design and development of software solutions for new or existing applications, to include development in the Joint Collaborative Environment (JCE). He/she also responds to user problems, and integration with other systems as needed. These specific duties include, but are not limited to:
  • Requirements Analysis - Analyzes requirements gathered by Analysts from the perspective of .NET, Microsoft SharePoint Server (MOSS) and MS SQL Server capabilities, architecture and design constraints, security and foreign disclosure constraints, and existing functionality. Consistently looks for ways to integrate new requirements into existing software and makes recommendations for robust and secure solutions.
  • Design -Defines and analyzes problems and supports development of application requirements. Develops software design specifications and algorithms Defends design to key stakeholders. Designs user interface components to accomplish business goals of user and incorporates organizational security requirements.
  • Development - Executes the software design. This includes writing the source code and user interface, using common code library elements and standards as needed. This can also include authoring custom java scripts, CSS, and HTML. The developer will also create custom InfoPath forms based on a specific need of the JCE. Development also
  • includes using Microsoft Visual Studio (VSS) tool to write source code, perform unit testing, maintain version control over source code, and store the code in Visual Source Safe (the configuration management module within VSS).
  • Developmental Testing -Performs unit testing of new or modified code. Supports execution of system test plans as well as User Acceptance Testing
  • Review Support - Works with security and foreign disclosure SMEs, Software/Security Architect, and other stakeholders to ensure proper review and analysis is performed and that the appropriate requirements are met (for example, access, permissions, user interface and functionality). Implements the approved configuration management processes.
  • Implementation - Upon successful testing and approval, supports the implementation of new or modified software applications to the production environment. Responsible for release activities including build documentation and oversight, code review, testing strategy, defect triage, release activities and production support transition for application programs and data interfaces.
  • Maintenance - Works with Project Lead/Analysts, Software/Security Architect and other stakeholders to analyze customer requests for changes or enhancements. Also performs maintenance tasks including change requests, enhancements, and troubleshooting.
  • Troubleshooting - Works with Software Configuration Manager, Project Lead/Analysts, and other stakeholders to capture problem symptoms and perform root cause analysis in order to apply correct software fixes to defects.
  • Documentation/Communications - Provides technical insight and support on presentations to customers. Communicates task status and concerns to Project, Team and Technical Lead. Provides recurring written status reports as required.

The selected candidate should have:
  • Minimum of six (6) years of experience in Software Design, Development, and Test and Evaluation
  • Four (4) years of programming experience with Specific Project programming languages
  • Three (3) years of experience in database development, web page design, computer based training development, and using .NET tools and .net integrated development environment tools,, SQL Server 2000, and HTML editor tools. Experience may be concurrent
  • Demonstrated experience programming/coding/scripting in PHP, Java, .NET
  • Demonstrated experience with Visual Studio 2005/2008/2010
  • Demonstrated ability to utilize a database and or lists
  • Demonstrated experience developing in an Enterprise environment
  • Incisive problem solving abilities.
  • Must possess good communication skills and be able to interact with customer/end users
  • Must be able to understand business requirements
  • Must have experience developing in an Enterprise environment
  • Ability to identify areas of continuous improvement and make recommendations and/or implement solutions
  • Assures that delivered application software is consistent with industry best practices application attributes (including scalability, availability, maintainability, and flexibility)
  • Must possess basic project management skills commensurate with IT PM related duties
  • The minimum of an active interim Secret or Secret level DoD security clearance is required.

This position requires a Bachelors degree in Computer Science, Engineering or a related technical discipline with at least 5 years of progressive related experience. An IAT Level II certification is required. The selected candidate may be granted a 60 day grace period to obtain an IAT Level II certification to meet this requirement.

The minimum of an active interim Secret or Secret level DoD security clearance is required.

Essential Functions

Work Environment:

Inside office environment. Requires ability to interact professionally with co-workers and all levels of management (100%).

Physical Requirements:

Requires sitting for extended periods of time at a desk (90%). Requires sitting at a computer terminal for long periods of time (90%). There is a possibility that due to parking availability and location of work area walking moderate to long distances can sometimes be required. Must be able to lift and carry 15 lbs.

Equipment and Machines:

Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%). Ability to conduct evaluation of third and fourth generation or current state of the art computer hardware and software and its ability to support specific requirements, interfacing with other equipment and systems.


Attendance is critical. Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Being prompt is important to provide continuous and on-going service to customers. Attendance is important to maintain continuity of service. Work outside of normal duty hours may be required with as little as one hour advance notice.

Other Essential Functions:

Must be able to communicate effectively, both verbally and in writing. Must be able to interface with individuals at all levels of the organization. Must be able to obtain and retain a security clearance. Must be a U.S. citizen. Must be able to obtain unescorted access to work areas. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.

An IAT Level II certification is required.

The minimum of an active interim Secret or Secret level DoD security clearance is required.
