The Engineering & Science Services and Skills Augmentation (ESSSA) contract provides engineering, scientific and engineering technician support to NASA Marshall Space Flight Center (MSFC) in Huntsville, AL. Provide systems engineering support and technical expertise to the Cross Cut Technical Management Branch/(EV71) in support of Life Cycle Review planning and Analysis Cycle Integration for the Spacecraft/Payload Integration and Evolution (SPIE) Element for the Block 1 and the Block 1B (B1B) vehicle configurations.

Support includes coordinating and interfacing with EV, SPIE project teams and personnel, and SPIE Prime Contractors as well as participating in reviews, meetings (i.e. team/discipline, TIMs, teleconferences, etc.), working groups and trade studies.

Specific support to be provided and performed includes, but is not limited to, the following:
    Lead the Life Cycle Milestone Review planning for the SPIE Element Office for Block 1 as well as Block 1B vehicle configurations:
    • Define the objectives, scope, and entrance/success criteria,
    • Identify the contents for each data package and products required,
    • Outline the processes to be followed, and
    • Define and clarify the review participants and their roles and responsibilities.
    Provide planning, preparation, and scheduling analysis support for SPIE Analysis Cycle efforts such as Requirements Analysis Cycle (RAC), Design Analysis (DAC), Flight Readiness Analysis Cycle (FRAC), as well as the reintegration of analysis cycle details into upper or higher level analysis cycle baselines/revisions. Lead the Task Team coordination and planning for all Analysis Cycle events and milestones beginning with the baseline of the Analysis Cycle Plan and ending with the completion and release of the Review Board minutes. Develop the Life Cycle Analysis Review plans for the SPIE Universal Stage Adapter (USA) and the Payload Attaching Fitting (PAF)/Payload Attach Carrier (PAC) to ensure the USA as well as the PAF/PAC are ready to proceed to the next and subsequent phases of their development. Support and administer major review and milestone events for the SPIE Element Office such as Critical Design Review (CDR), Design Compliance Review (DCR), Flight Readiness Review (FRR), Certificate of Flight Readiness (CoFR), and hardware acceptance and turnover.
    • Develop and present training materials to review participants,
    • Create detailed schedules for each review/milestone event,
    • Coordinate the logistics and planning to accomplish the successful completion of the review/milestone event,
    • Assess the discrepancy tool and then determine if updates/enhancements are needed, and
    • Support the successful execution of the review/milestone event which may include:
      • Physical input of discrepancies into the tool
      • Screening and dispositioning of the discrepancies documented by participants, and
      • Tracking/statusing of the implementation and closure of the noted discrepancies.
    Manage analyses, trade studies, and decision packages developed for the SPIE project and provide feedback and technical recommendations (written and/or verbal) to the LSE or CE. Serve in an integration role between SPIE Element, the Prime Contractor teams, the Systems Engineering team, and the SLS Program.

Identify, describe, and communicate potential risks related to the products, processes, and interactions and provide recommendations of best practices and lessons-learned to EV71 and to the SPIE Lead Systems Engineer (LSE).
A degree in aerospace, mechanical or a related engineering field or technical discipline from an ABET- accredited university as well as experience with space launch vehicle systems engineering and analysis, technical project management, and design analysis cycle integration are required. Typically, educational requirements are the equivalent of a Ph.D. with a minimum of 10 years of relevant experience, a Masters with at least 12 years of relevant experience, or BS with at least 15 years of relevant experience.
  • Extensive experience planning and executing launch vehicle design and analyses cycles efforts is required.
  • Experience integrating the following disciplines for design, analyses, and flight operation of human rated space launch vehicle or similar vehicle is required and direct experience with the following disciplines is desired:
o Range safety analyses and requirement development.
o Mass properties predictions for flight configurations.
o Requirements for natural environments, weather, and winds etc.
o Experience and knowledge in systems requirements analysis, risk identification and mitigation, modeling and simulation, and verification approaches for complex, multi- element aerospace system.
  • The successful candidate must have experience with programmatic planning as well as the monitoring, and control of efforts associated with Life Cycle Design Analysis reviews as well as technical/major milestone reviews.
  • Experience with Monte Carlo dispersion analysis techniques is preferred.
  • The ideal candidate will have demonstrated experience developing and delivering executive level briefings, will have negotiation skills demonstrated through complex technical problem solving, and will have a demonstrated ability to breakdown complex problems or issues into manageable pieces.
  • Excellent oral, written, interpersonal, customer relation skills, and presentation skills are required.
  • Intermediate skills using Microsoft Office Suite (Word, Excel, PowerPoint, & Outlook) are required
  • An understanding and knowledge of the current SLS program and a working understanding of the SPIE interfaces and subelements is highly desired.

Personnel are required to be self-motivated, effective team players familiar with working in a dynamic work environment who are willing to assume a Systems Integration role in this SLS systems design and definition effort.

Essential Functions

Work Environment

Office environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (<15%).

Physical Requirements

Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (80%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Jacobs facilities (10%).

Equipment and Machines

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).


Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.

Other Essential Functions

The ability to work independently with minimal supervision, and to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
